SC 29 disbands WG 9 and WG 10 and establishes WG 1 effective 19931108.
SC 29 assigns the projects JTC 1.29.03, JTC 1.29.04, JTC 1.29.09, JTC 1.29.10, JTC 1.29.11 and JTC 1.29.12 to WG 1.
SC 29 appoints Mr. Eric Hamilton as Convener of WG 1, and requests the US National Body to endorse his appointment.
SC 29 also approves the establishment of WG 1 Sub Groups (SGs): SG on JBIG and SG on JPEG, and appoints Dr. Fumitaka Ono and Mr. Eric Hamilton as their Rapporteurs respectively.

SC 29 approves the termination of its Ad Hoc Group on Meetings Schedules and Procedures (AGMSP) as of 1993-11-07, having taken note that their work is completed, and will be followed up by some of the activity of the Advisory Group on Management (AGM).

SC 29 instructs its Secretariat to note the acceptance of Standing Documents (SDs): SD 00; SD 01 Parts 1 and 2; SD 02 Parts 1 and 2; SD 03 Parts 1 and 2; SD 04 Parts 1 - 3; SD 06; SD 07; SD 08; and SD 09 as amended during the fourth Plenary meeting, 1993-11-06/08, Seoul, Korea Rep. of, and referenced in SC 29 N 560.
Furthermore, SC 29 instructs its Secretariat to note that SD 05, SC 29 N 565, was withdrawn from consideration at this Plenary meeting.
In addition, SC 29 instructs its Secretariat to update SD 06, SC 29 N 566; and SD 08, SC 29 N 568, when information is available; and to maintain all SD documents throughout their life cycle.

Resolution 93-11/No. 19 Establishment of SC 29 Ad Hoc Group to prepare an NP: Coding of Man/Multimedia Service Interface Standardization
SC 29 establishes SC 29 Ad Hoc Group to prepare the proposition for an NP on Coding of Man/Multimedia Service Interface standardization.
SC 29 requests its National Bodies to provide inputs and submit their requirements to progress in the definition of the NP.
SC 29 requests the following National Bodies: France; Italy; Japan; Korea, Rep, of; UK; and also interested National Bodies to appoint experts who will participate in the work of this Ad Hoc Group.
SC 29 requests the French National Body to appoint a French delegate as Rapporteur of the Ad Hoc Group. The Ad Hoc Group is instructed to forward a draft NP to the SC 29 Secretariat for an NP ballot within SC 29.

SC 29 instructs WG 1 to investigate working on "Interchange of Compressed Pictures" and if necessary, prepare an NP.
In the event the NP is prepared and approved by WG 1, SC 29 instructs its Secretariat to issue an NP ballot within SC 29.

SC 29 requests its National Bodies to submit their contributions on Projects JTC 1.29.09, JTC 1.29.10, JTC 1.29.11 and JTC 1.29.12, requested in SC 29 N 618, N 619 and upcoming documents, to the SC 29 Secretariat by 19940301.

Resolution 93-11/No. 22 Patent Issues
SC 29 encounters some difficulties in the interpretation of the ISO/IEC and the JTC 1 Directives regarding patent policies relevant to its activities, and requests the guidance and advice of JTC 1 regarding the issues mentioned hereafter:
1) SC 29 is developing standards under collaborative interchange procedure with ITUT, and so produces common texts (ISO/IEC International Standards|ITUT Recommendations). SC 29 needs guidance on the resolution of perceived differences which exist between the patent policies of JTC 1 and ITUT.
2) SC 29 has developed standards in which the interest of many patent holders has been identified. Considering this complex situation, SC 29 needs guidance on how to improve its patent handling procedures, and would appreciate any practical guidance on these matters (e.g. best effort procedures for identifying Intellectual Property Rights (IPR) early in the standardization process).
3) It may occur that IPR issues impact on implementation choices and costs. Some WG experts consider that this issue is one of the criteria to be considered in the proposal selection process. Is it allowed to discuss such issues at the WG level?
4) It happens that the implementation of some SC 29 standards require licensing rights for a significant number of patents (for example 10 or 20 patents). Considering these cases, the interpretation of "fair and reasonable" is difficult when a large number of licenses apply to the implementation of a single standard.

Resolution 93-11/No. 41 Distribution of Document Registers via E-mail
SC 29 respectfully requests its Secretariat to check the technical and economical feasibility of distributing SC 29 Document Registers (every 50 SC 29 documents) via Email to a yet to be determined SC 29 "Email Distribution List" which will contain National Bodies, WG Conveners, Advisory Group (AG) Convener, Sub Group (SG) Rapporteurs and Liaison Representatives.

Resolution 93-11/No. 42 Document Submission in Electronic Form
SC 29 instructs the Advisory Group on Management (AGM) to take under advisement the following comments about the use of document submission in electronic form and report back to the SC 29 Secretariat with a plan to implement the procedures outlined therein.
SC 29 instructs its Secretariat to encourage, where practical, its National Bodies, its Officials, its Liaison Organizations and its WGs to submit SC 29 contributions/liaison statements in electronic format. It is, however, understood that the primary and "official" format of document submission and distribution shall still be on paper, and the document exchange in electronic format shall only support and facilitate the more convenient "electronic document handling" of SC 29 documents.
To this end SC 29 encourages that in the long run, all SC 29 documents should be supplemented by an "electronic version" of the document.
In order to test out the feasibility and usefulness of the above, it is suggested that "Electronic Documents" should be submitted on a voluntary basis to the SC 29 Secretariat (either by Email or by diskette) in one of the popular MSDOS or Macintosh formats.
SC 29 requests its Secretariat to make best efforts simply to collect the "Electronic Documents" and to take along a single set of diskettes to the next SC 29 Plenary meeting for local copying to interested parties.
If the experiences of the above test will be evaluated as positive, further development steps will be considered at the next Plenary Meeting of SC 29.

SC 29 takes note of the report SC 29 N 516 (ISO - WIPO - MPEG) on interaction between copyright and patent law and its impact on SC 29 standards, and expresses concern that the lack of a unified approach to the problem may lead to the failure of some of the SC 29 standards because of the unusual legal situation.
