On behalf of ISO/IEC JTC 1, I would like to cordially invite you and up to two other representatives of <inviteorgname> to participate in the Global Information Infrastructure (GII) Standards Operational Roundtable to be held on 23-24 July 1997 in Reston, Virginia (USA). If you cannot attend in person, I would appreciate it if you could nominate another member of <inviteorgname> to participate on your behalf.

The objective of the GII Standards Operational Roundtable is to improve cooperation and efficiency in development of GII standards and technical specifications among multiple development organizations.

MEETING PLAN OUTLINE

TECHNICAL SPECIFICATION DEVELOPMENT:
THE USE OF COLLABORATIVE PROCESSES
AND ELECTRONIC TOOLS

BACKGROUND:

With the onset of GII work programs in multiple standards development organizations, consortia and fora, the requirement for adopting cross-enterprise collaborative processes to drive the standards development efforts forward is readily apparent. A significant amount of technical work must be done among multiple enterprises, and common coordinating methods must be more widely used to accomplish rapid standards development. Recognition is made of the need for flexible cooperation among development organizations, as well as the need to employ state-of-the-art working methods, including electronic information exchange and electronic meetings.

OBJECTIVES AND GOALS:

* To focus on potential collaborative possibilities.

* To identify opportunities for cooperation and explore the means by which common coordinating methods, mechanisms and electronic tools for collaborative processes might be used for rapid development and implementation of technical specifications among multiple standards and specification development bodies.

* To improve cooperation and efficiency in development of technical standards and specifications for the GII among multiple cooperating organizations.

SCHEDULED TOPICS

* JTC 1 activities related to GII.

* Presentations by various organizations on their GII activities, including summaries of their development processes and application of automated methods and tools.

* Group Discussion.

* Conclusions and Recommendations.

DISCUSSION POINTS:

POLICY ISSUES -

* What is the end product of such a joint activity and who is the owner?

* Who owns copyright, when does copyright get assigned?

* What are the current rules for consensus, what are the desired rules for consensus?

* What currently blocks successful collaborative work from occurring, what kinds of recommendations are needed to solve?

* Is an implementation required prior to completion of the technical specification?

* What is the timing of the various stages of the development, can use of electronic mechanisms shorten the development cycle?

* Does voting representation matter during the specification development phase (e. g., single contributor vs. national body representative)?

TECHNICAL IMPLEMENTATION ISSUES -

* What use can be made of the web?

* Which common formats are currently used, which are unique?

* What packages allow for multiple comments "posted" against a single, master

* How does something get "published"?

* How to ensure the cooperation is effective and achieves the desired results in an acceptable time frame?
