Resolutions from ISO/IEC JTC 1 /SWG-GII Meeting, Ottawa, 3-5 September 1997

  1. The SWG-GII Secretariat is directed to issue the GII.Overview (N169) to SWG-GII NBs, SCs and liaison organizations for comments. All input to this document, including the revised document from the September ITU-T SG 13 meeting, must be received by 3 November 1997. The disposition of comments and recommendations on the GII.Overview (N169) is to be prepared by 7 November 1997 by the editor, Keith Knightson. The document will be reviewed a final time at the November SWG-GII meeting, and a revised working document issued to JTC 1 by 31 December 1997.

  1. The final meeting of the SWG-GII will be held in Europe on 20-21 November 1997, organized by Martin Ford (UK).

  1. The closing date for comments on the JTC 1 GII Roadmap is 17 October 1997. The disposition of comments and recommendations is to be prepared by 24 October 1997 by the editors, Martin Ford and Frank Farance. The draft final copy is to be prepared by 3 November 1997 and circulated to SWG-GII members, with comments due from the SWG-GII by 16 November 1997. This will be reviewed at the November SWG-GII meeting, and a final document issued to JTC 1 by 31 December 1997.

  3. The SWG-GII instructs its Secretariat to email the current URL address of the Roadmap with a request to validate the Roadmap matrices by 16 November 1997 to the SCs who have provided matrix input.

  5. The SWG-GII nominates Mr. Henry Ryan to lead the GII Rapporteur Group.

  7. The SWG-GII nominates Mr. Henry Ryan to serve as the liaison from the GII Rapporteur Group to the ITU-T SG 13 on GII.

  9. ISO/IEC JTC 1 SWG-GII appreciates the opportunity to collaborate on a joint Recommendation|Standard for the GII Overview. ISO/IEC JTC 1 SWG-GII is unable to expedite work at this time. In order not to delay the work ISO/IEC JTC 1 SWG-GII suggests that the work be progressed in two stages. The first would involve development of the Recommendation by ITU. During this stage, ISO/IEC JTC 1 will continue to collaborate, and put in place a plan to augment the document into a joint Recommendation|Standard for the second stage.

  11. The SWG-GII approves the Report from the SWG-GII Ottawa 3-5 September 1997 Meeting (N170) and approves its submission to JTC 1 at the Ottawa JTC 1 meeting.

  13. The SWG-GII approves and forwards the following Resolutions for JTC 1 adoption at the September 1997 JTC 1 meeting:

    9.1 Whereas, the SWG-GII notes that the following major work items have been completed:

    - Follow up from ISO/IEC/ITU Global Information Infrastructure Seminar (January 1996)

    - First Report (December 1996) of SWG-GII to JTC 1 and follow up activities

    - GII Operational Roundtable Report (http://www.globalcollaboration.org/sort/1997-07-report.html)

    - Initiation of GII Virtual Roundtable (http://www.globalcollaboration.org)

    - Initiation of work on GII Security by JTC 1/SC27 Ad Hoc

    - Creation of GII Roadmap Website (http://www.globalcollaboration.org/jtc1/gii-roadmap.html)

    - Report from ISO/IEC JTC 1/SWG-GII Meeting, Ottawa, 3-5 September 1997.

    The SWG-GII further notes that ongoing activities remain in the areas of collaboration with other bodies and the completion of the JTC1 GII Roadmap and the GII.Overview. Additionally, that these activities do not require a formal Special Working Group for completion.

    Therefore, SWG-GII recommends to JTC 1 that the Special Working Group on GII be disbanded as of 31 December 1997. The SWG-GII will hold one meeting to complete the JTC 1 GII Roadmap and GII.Overview. Both documents will be submitted for JTC 1 approval by 31 December 1997.

    The SWG-GII expresses its thanks and appreciation to the convenor, Henry Ryan, and its Secretariat, Ian Cowan, for their leadership and support of the SWG-GII since its inception.

    9.2 The SWG-GII recommends that a GII Rapporteur Group be established, effective 1 January 1997. The proposed GII Rapporteur Group would a) maintain the Roadmap and assist in progression of the Overview document, b) continue liaison with ITU-T SG 13 and other key organizations with respect to GII, and c) act as a JTC 1 focal point for GII matters. The SWG-GII nominates Mr.Henry Ryan as Leader for this group.

    9.3 The SWG-GII values the cooperative relationship it has enjoyed with ITU-T SG 13. The SWG-GII recommends that the Rapporteur's Group retain this liaison. SWG-GII nominates Mr.Henry Ryan to serve as this liaison, in cooperation with JTC 1's formal liaison to ITU-T.

    9.4 The SWG-GII recommends that the GII Virtual Roundtable web page be maintained by the joint efforts of the JTC 1 Secretariat and the IT Strategy Ad Hoc.

    9.5 The SWG-GII recommends that the GII Roundtable Report and the Virtual Roundtable Webpage (http://www.globalcollaboration.org) be made available to the G7 Global Information Society Conference.
