Resolution 1 Progression of Work Items
SC 29 approves the following progression of work items on condition that substantial support is received and Disposition of Comments reports satisfactorily dispose of all comments accompanying negative votes, and instructs its Secretariat to take appropriate action.

Resolution 2 Modifications to the Programme of Work
SC 29 approves the following modifications to its current Programme of Work, and instructs its Secretariat to submit them, including the level of SC 29 NB support and rationale, to JTC 1 for endorsement:

Rationale: This new work item is intended to provide changes to JPEG Part 3, ISO/IEC 10918-3, such that it can support the following:
(1) inclusion of new compression types in SPIFF, and (2) support for new version numbers as header parameter values change. These amendments to the SPIFF standard are in consonance with the ISO/IEC DIS 10918-4.2, Information Technology; Digital Compression and Coding of Continuous-Tone Still Images: Part 4; Registration Procedures for JPEG Profile, APPn Marker, and SPIFF Profile ID Marker.
This amendment will facilitate the support of new compression algorithms, such as JPEG-LS, and, in the future, JPEG 2000, by SPIFF, via the registration mechanism defined in JPEG Part 4. This will minimize the need to amend the ISO/IEC 10918-3 standard each time a new compression type is created. This is also the case for changes to versions of SPIFF, as well as changes to parameter values.

Resolution 4 Difference between Identification of Images and Protection of Images
SC 29 informs SC 29 NBs and WGs that the identification of images is technically and legally different from the protection of image files, and the ISO/IEC 10918-4 license plate registration method is a technology for identification while the protection process for image is a legal process specified by WIPO. Also SC 29 requests its WGs to take into account the difference.

SC 29 requests JTC 1 to allow SC 29 to place ISO/IEC 13522-5 in non-editable format on the SC 29/WG 12 Web site, and make it publicly and freely available in order to promote widespread dissemination and accurate implementations of the International Standard as rapidly as possible.

Resolution 9 Electronic Publication of Proposed International Standards
SC 29 is aware of the keen interest of many technical business communities in SC 29 projects. SC 29 has made WDs and CDs freely accessible for consultative purpose.
To achieve wider understanding, solicit further comments and promote its acceptance, SC 29 requests JTC 1 to allow texts of FCDs and DISs (in addition to WDs and CDs) to be made available on Web sites, only up to the date of publication of ISs.

Resolution 10 Publication Processing of ITU-T Recommendation | ISO/IEC International Standards
The availability of specifications is essential to their success in the market place. When ITU-T and ISO/IEC are developing common texts, the final specifications need to be made available in a timely manner.
SC 29 recommends any ITU-T Recommendation | ISO/IEC International Standard be published no later than six months following final approval by the first of the two organizations developing the specification.

Resolution 11 JTC 1 Technical Directions, Organizational Structure and Modes of Operation
SC 29 appreciate the result of JTC 1 Re-organization currently finalized at the eleventh JTC 1 plenary meeting, 1997-09-09/12, Ottawa, Canada.
Noting that SC 29 and SC 24 are now operating under JTC 1 Technical Directions Method B, and SC 29 has established close collaboration with SC 24 in the area of VRML, SC 29 recognises that further discussion on moving towards operations under Method A with SC 24 may be necessary. SC 29 is studying the possibility for joint plenary meetings or sessions with SC 24 in the near future.

Resolution 13 JTC 1/SWG-GII Roadmap

Resolution 14 JTC 1 Strategy for Implementing Information Technology (IT)
SC 29 authorises a meeting of SC 29/AGM ad hoc on IT implementation, (date: TBD), San Jose, US, and delegates Mr. Fritz Whittington, Mr. Peter P. Schirling and Ms. Narumi Hirose to submit SC 29's inputs to the JTC 1 Ad Hoc Group on JTC 1 Strategy for Implementing IT, 1998-02-04/06, San Diego, US.

Resolution 15 SC 29 Electronic Document Distribution
In accordance with JTC 1 Strategy timeline, SC 29 instructed its Secretariat to discontinue distribution of SC 29 documents by paper and floppy disks.
SC 29 instructs its Web and FTP masters to change the password of SC 29 Web and FTP sites after each plenary meeting. Also SC 29 instructs its Secretariat to announce the change of password using the SC 29 mailing list for SC 29 members and officers two weeks in advance of such changes.
In order to reduce the number of files, SC 29 instructs its Secretariat to distribute the ISO/IEC logo on SC 29 documents as a unique file named "isoiec.gif".

Resolution 16 SC 29 Proactive Standardization Work
SC 29 requests Dr. Thomas Casey and Dr. Aharon Gill to develop open seminar series on proactive standardization work, and align this with any seminar given by SC 29/WGs, e.g. MPEG-4 seminar.

Resolution 17 SC 29 participation in the Java PAS Submission Process
SC 29 notes JTC 1's approval of Sun Microsystems Inc. as a PAS submitter for the Java technology. SC 29/WGs have a successful record of co-operative work with Sun Microsystems Inc. and the Java technology which it is currently being referenced in ISO/IEC 13522-5 and proposed to be used by International Standards developed by WG 1 and WG 11.
SC 29 encourages the Java PAS Submitter to submit proposed standards to JTC 1 as soon as possible.
SC 29 requests JTC 1 to approve the establishment of a liaison with the PAS submitter for the purpose of supporting their timely submission of proposed standards to JTC 1 and ensuring their consistency with the requirements of SC 29.
SC 29 nominates Dr. Thomas Casey, UK, as a SC 29 representative to the Java PAS submitter. SC 29 instructs its WGs to nominate additional SC 29 representatives.

Resolution 18 Source Code IPR Guideline Request
Recognizing that SC 29 and its WGs are not able to offer legal advice to their participants on the following matters:
SC 29 requests that JTC 1 and/or ISO and IEC urgently (within 60 days upon receipt of this resolution) provide SC 29 with example text and implementation guidelines that can be used by IP providers to satisfy the following two requirements:
1. Source code associated with "Reference Software" as exemplified by ISO/IEC 14496-5 (MPEG-4 Part 5). This specification is being provided in the form of Source Code as part of the International Standard. The source code, in some cases, is being developed in a non-collaborative manner and provided by those organizations who are part of the development process as opposed to the text of the specification which is developed on a collaborative basis. It is not practical (or desired) that each organization retain the copyright associated with source code. Thus the copyright needs to be transferred to ISO and IEC who also owns the textual copyright to the specification as exemplified in parts 1, 2, and 3 of ISO/IEC 14496 (MPEG-4).

Resolution 19 Electronic Media Integrity
SC 29 notes that ISO/IEC ITTF is publishing an increasing number of International Standards which include software/data on machine readable media (e.g. 3 1/2 disks).
SC 29 considers it is necessary to establish a method for determining the authenticity and integrity of this included software/data. To this end SC 29 requests that the ITTF devise a robust mechanism for this purpose.
For example, a list of the file names and their sizes could be provided as a minimum. In addition a message hash function such as MD5 could be applied to the electronic media, Irrespective of the method used, the user should be instructed in how to check the validity and integrity of the software.

SC 29 requests JTC 1 to nominate Dr. Scott Foshee, US, as an additional JTC 1 representative to ISO/IEC JTAG 2.

Resolution 21 Scope Overlap between JTC 1 and IEC TC 100
SC 29 notes the concerns of JTC 1 on the expanding scope of IEC TC 100 which were raised at the eleventh JTC 1 plenary meeting, 1997-09-09/12, Ottawa, Canada, and the subsequent reaction by the IEC Committee of Action (CA) at its meeting, 1997-10-21, New Delhi, India, in Decisions CA/DELHI 26/97 and CA/DELHI 27/97 (ref. IEC 01[Delhi/Central Office]15, 1997-10-24).
SC 29 strongly encourages JTC 1 to accept the invitation of IEC/CA to meet and discuss with IEC TC 100, any overlap which may exist between those two committees and report back to the CA with its specific concerns by February 1998, and to appoint the Chairman of SC 29, the Convener of SC 29/AGM and the SC 29 liaison representative to IEC TC 100 as a part of the JTC 1 delegation to this meeting.

Resolution 22 Liaison with IEC TC 100
SC 29 acknowledges receipt of the IEC TC 100 request for liaison (ref. SC 29 N 2184). However, SC 29 wishes to mutually establish a "Technical Liaison" in accordance with subclause 3.3.2.1 of the JTC 1 Directives (Third edition 1995).
SC 29 appoints Mr. Michael Nier, US, as a SC 29 representative to IEC TC 100.
In addition, noting the need for higher level liaison, SC 29 suggests JTC 1 establish "Formal liaison" with IEC TC 100, in accordance with subclause 3.3.2.2 of the JTC 1 Directives (Third edition 1995).

Resolution 23 IEC TC 100 Project Team 61998
Noting the project under development by IEC TC 100/Project Team 61998, Model and framework for standardization in multimedia equipment, SC 29 recommends to JTC 1 that IEC TC 100 be encouraged to develop 61998 as a Technical Report (TR), rather than as an International Standard (IS).
This TR should be developed in cooperation with and agreement of JTC 1 and other standards organizations which would be impacted by any acceptance of such a broad-based document.

Resolution 31 Category B Liaison between Health Care Security and Privacy in the Information Society (MEDSEC) and SC 29
SC 29 recommends and approves the establishment of a Category B liaison between the Health Care Security and Privacy in the Information Society (MEDSEC) and SC 29.
Also, SC 29 suggests that the MEDSEC review the liaison requirement of Category C such that if they wish to upgrade to Category C, this can be considered at a future date.

Resolution 32 Category C Liaison between World Wide Web Consortium (W3C) and SC 29/WG 1
SC 29 expresses its concern that while the World Wide Web Consortium (W3C) has moved forward with SC 24 to standardize its Portable Network Graphics (PNG) as an ISO/IEC International Standard, it has not answered SC 29's request to establish liaison between SC 29/WG 1 and W3C. The request was sent dated August 19, 1996.
In particular, the JPEG-LS standard that has been developed by SC 29/WG 1 in Project JTC 1.29.12.01, ISO/IEC DIS 14495-1, "Lossless and Near-Lossless Compression of Continuous-tone Images", achieves significant improvement over PNG in lossless compression for WG 1 test images (of the order of 15% for lossless compression) as well as offering additional near-lossless modes. It is important that such results be communicated to the appropriate group in W3C with the objective that collaboration will be developed to produce the best image coding standard for the Internet and World Wide Web applications.
SC 29 approves a letter of request for liaison to W3C as contained in SC 29 N 2340, and instructs its Secretariat to send it to W3C with a copy to the Chairman of SC 24.
