  5. Periodic Review

    SC 29 recommends the confirmation of the following ISs at the periodic reviews in 2002 and 2003:

  6. ITU-T SG 16 Q.6 and WG 11 Collaborative Team

    SC 29 proposes the establishment of a ITU-T SG 16 Q.6 and WG 11 Collaborative Team to try and align the development of the next generation video coding standards.

    SC 29 requests the Secretariat to issue an appropriate liaison letter to ITU-T SG 16.

  7. WG 1 and WG 11 Cooperation

    SC 29 recommends WG 1 and WG 11 to work in collaboration to identify common parts and specific parts of their respective MP4 and JPEG2000 file formats, and to reflect these by the addition of a new annex containing common text which describes the features which both file formats share. SC29 approves the creation of draft amendment to both standards for this purpose. SC 29 invites Mr. David Singer to act as the editor for this common text. SC 29 requests that the AGM identify more effective methods of work within SC 29.

  8. Registration Authority for ISO/IEC 14496-1

    SC 29 notes that the implementation of ISO/IEC 14496-1 requires a JTC 1 Registration Authority (RA) for the MP4 file format, the MPEG-4 synchronization layer and object descriptor framework (coding type).

    SC 29 requests candidates for the RA to submit specific proposals to serve as the RA to the SC 29 Secretariat by 2001-07-01.

    SC 29 instructs WG 11 to review the proposals and submit a recommendation to SC 29 by 2001-07-31.

    Upon receipt of the proposals and the recommendation, SC 29 instructs its Secretariat to issue a ballot on the endorsement.

    SC 29 instructs its Secretariat to nominate the RA to JTC 1 providing that substantial support is received.

  9. SC 29/Advisory Group on Management (AGM)

    SC 29 appoints Prof. Touradj Ebrahimi as the acting AGM Convener effective 2001-03-15.

    SC 29 requests its NBs to nominate the AGM Convener by 2001-12-24.

  10. Dissolution of SC 29/WG 12

    SC 29 approves the dissolution of SC 29/WG 12.

    SC 29 notes that all the projects allocated to WG12 have been completed successfully.

  11. SC 29/Maintenance Task Force on ISO/IEC 13522 Series

    SC 29 approves the establishment of SC29/Maintenance Task Force on ISO/IEC 13522 Series as an Other Working Group (OWG).

    SC 29 appoints Prof. Wataru Kameyama, Japan, as the SC29/Maintenance Task Force Convener.

  12. Registration Management Group (RMG)

    SC 29 approves the establishment of WG 11/RMG for Registration Authority operations on ISO/IEC 14496-1 IPMP.

    SC 29 requests WG 11 to appoint the Convener and the Secretariat of WG 11/RMG and call for the members from SC 29 P- and O-Members.

    SC 29 considers that, subject to a requirement for the establishment of several RMGs, it may be appropriate to establish a new Working Group to manage this activity.

  13. SC 29 Business Plan

    SC 29 instructs its Chairman to update the SC 29 draft business plan in SC 29 N 4093 based on the result from this Plenary, and instructs the SC 29 Secretariat to submit it to JTC 1.

  14. SC 29 Performance Metrics

    SC 29 instructs its Secretariat to update the SC 29 performance metrics in SC 29 N 4139, and submit it with the SC 29 business plan to JTC 1.

  15. JTC 1 Direct Participation

    SC 29 notes the JTC 1 initiative on Direct Participation by organizations in WGs. However, at the present time, SC 29 believes that it is beneficial for the SC 29/WGs to continue their current mode of operation.

  16. SC 29 Web Site

    SC 29 notes that the SC 29 Web and FTP Password is changed after each SC 29 Plenary meeting.

    SC 29 notes that the SC 29 Webmaster will move the current electronic ballot system in IBM to IPSJ/ITSCJ around 2001-04-01.
    NBs' UserID and Password will not be changed.

    SC 29 notes that the all of the SC 29 Web pages will move to IPSJ/ITSCJ after this transfer.

    SC 29 expresses its appreciation to IBM and Mr. Peter P. Schirling for providing Web facilities to SC 29.

  17. Patent Statement for Common Text with ITU-T

    SC 29 approves the patent statement template for common Text with ITU-T.

    In order to expedite the release of ITU-T Rec. T.870|ISO/IEC 14495-2 and ITU-T Rec. T.800|ISO/IEC 15444-1, SC 29 requests that ITTF forward all IPR statements received to date to the ITU-T. This will allow both parties to harmonize their understanding of the IPR position of these standards.

    SC 29 requests ITU-T to use this list in resolution of its request for clear statements of IPR and hope ITU-T will soon release T.870 and T.800 for final voting and publication.

  18. ISO Steering Committee on Image Technology

    SC 29 notes that JTAG-2 has been replaced with ISO Steering Committee on Image Technology (SCIT). SC 29 nominates Dr. C. Scott Foshee, US, as a JTC 1 representative to ISO Steering Committee on Image Technology.

  20. Category C liaison with WG 11: International Federation of the Phonographic Industry (IFPI)

    SC 29 approves the establishment of a Category C liaison between International Federation of the Phonographic Industry (IFPI) and WG 11.

    SC 29 accepts the statement of expected benefits and responsibilities as in SC 29 N 4037.

    SC 29 appoints Mr. Paul Jessop as its liaison representative to IFPI.

  21. Category C liaison with WG 11: Advanced Television Systems Committee (ATSC)

    SC 29 approves the establishment of a Category C liaison between Advanced Television Systems Committee (ATSC) and WG 11.

  23. Liaison with SC 29: European Committee for Standardization (CEN)

    SC 29 approves the establishment of a liaison between CEN and SC 29.

    The statement of expected benefits and responsibilities:
    The benefit of establishing a permanent liaison between ISO/IEC JTC1/SC 29 and CEN/ISSS is to inform both communities of the respective progress in the fields of metadata for multimedia, electronic commerce and other interactive hypermedia applications. Exchanging and gathering useful information will contribute efficiently to the development of a standard for multimedia content description and the organisations' respective framework activities.
