SC 29 approves the following modifications to its current Programme of Work, and instructs its Secretariat to submit them to JTC 1 for endorsement:
1) Revision

In order to satisfy the strong industry request on the carriage of MPEG-4 content over IP networks, WG 11 initiates a part 8, to provide interoperable solutions to various applications areas utilizing IP protocols as a transport layers for MPEG-4 content.
2) Minor Enhancements
Rationale (Ref. SC 29 N 3975)
The extension of Adaptive pixels from 4 up to 16 in JBIG2 template coding may achieve the improvement of the compression factor as large as 20%. Therefore the extension of the number of Adaptive pixels is worth studying (including a larger variety of halftone methods) and JBIG2 shall be amended to solicit valid proposals and consider this minor enhancement.

SC 29 recommends the confirmation of the following ISs at the periodic reviews in 2002 and 2003:

SC 29 proposes the establishment of a ITU-T SG 16 Q.6 and WG 11 Collaborative Team to try and align the development of the next generation video coding standards.
SC 29 requests the Secretariat to issue an appropriate liaison letter to ITU-T SG 16.

SC 29 recommends WG 1 and WG 11 to work in collaboration to identify common parts and specific parts of their respective MP4 and JPEG2000 file formats, and to reflect these by the addition of a new annex containing common text which describes the features which both file formats share. SC29 approves the creation of draft amendment to both standards for this purpose. SC 29 invites Mr. David Singer to act as the editor for this common text. SC 29 requests that the AGM identify more effective methods of work within SC 29.

SC 29 notes that the implementation of ISO/IEC 14496-1 requires a JTC 1 Registration Authority (RA) for the MP4 file format, the MPEG-4 synchronization layer and object descriptor framework (coding type).

In order to expedite the release of ITU-T Rec. T.870|ISO/IEC 14495-2 and ITU-T Rec. T.800|ISO/IEC 15444-1, SC 29 requests that ITTF forward all IPR statements received to date to the ITU-T. This will allow both parties to harmonize their understanding of the IPR position of these standards.
SC 29 requests ITU-T to use this list in resolution of its request for clear statements of IPR and hope ITU-T will soon release T.870 and T.800 for final voting and publication.

The benefit of establishing a permanent liaison between ISO/IEC JTC1/SC 29 and CEN/ISSS is to inform both communities of the respective progress in the fields of metadata for multimedia, electronic commerce and other interactive hypermedia applications. Exchanging and gathering useful information will contribute efficiently to the development of a standard for multimedia content description and the organisations' respective framework activities.
