Rationale (ref. SC 29 N 4717):
This part standardises tools enabling the efficient transmission of JPEG 2000 over wireless error prone environment.
Rationale (ref. SC 29 N 4697):
Digital Item Adaptation has been identified as one essential aspect of Terminals and Networks that will provide tools to support resource adaptation, descriptor ('metadata') adaptation, and Quality of Service management. As part of this work item, a description of usage environments, including terminal and network characteristics, as well as information describing user preferences is required.

Rationale (ref. SC 29 N 4713):
ISO/IEC 14492 (JBIG-2) has no description on the verification of JBIG-2 bit streams. To create a set of test images, bit streams and procedures with defined architecture components, methods and parameters to test a normative JBIG-2 encoder and/or decoder is worth studying in order to widely spread the standard. Therefore, JBIG-2 shall be amended by the description of the relevant information.
Rationale (ref. SC 29 N 4716):
In order to promote the development of S/W and H/W of Motion JPEG 2000, WG 1 should provide assistance in designing a compliant decoder for Motion JPEG 2000. Actual compliance is determined by the testing procedures and reference sequences.
Rationale (ref. SC 29 N 4686):
MPEG-2 IPMP is a direct map from ISO/IEC 14496-1:2001/Amd.3 (MPEG-4 IPMP Extension). It provides flexible and extensible content protection functionality for MPEG-2 system-based applications.

This amendment provides conformance for XMT and media nodes.
Rationale (ref. SC 29 N 4692):
Although ISO/IEC 15938-5 provides extensive functionality for describing multimedia content, additional tools are needed to provide linguistically rich descriptions and to describe aspects such as change history. This amendment will also take into account MPEG-21 to ensure that the amended standard can be used within this framework.

SC 29 and its WG 1 reviewed the document SC 29 N 4633, the Liaison statement from ITU-T SG 16 concerning JPEG 2000 series publications as common texts with ITU-T.
ISO/IEC FDIS 15444-3 (Motion JPEG 2000) being approved, SC 29 requests ITU-T SG 16 to reconsider the decision not to publish it as a common text.
SC 29 believes it will be an important coding technology to the telecommunication market.

SC 29 requests ISO/IEC ITTF to note the concerns on the situations which are arising with respect to the handling of IPR and Patent issues in development of Standards that are impeding their implementation and use.
SC 29 further invites its National Bodies to propose improvements on IPR Policy to address these issues.

1) SC 29 invites its National Bodies to appoint individuals as members of AGM to replace or to add to its current membership, and inform the SC 29 secretariat of their coordinates.
2) SC29 requests AGM to propose for its consideration an updated terms of reference for AGM in view of advising, in both reactive and proactive manners, the SC 29 and its Working Groups in the conduct of their business.
3) SC 29 requests National Bodies to provide Case Materials to AGM on IPR issues encountered with its standards produced so far, and instructs AGM to produce a consolidated document with these cases to be forwarded to SC 29 and through them to its higher bodies, with a view to providing suggestions for clarifications and updates to directives on IPR.
4) SC 29 requests the AGM to continue coordination of specifications for a common ISO base media file format , ISO/IEC 15444-3/Amd.1 and ISO/IEC 14496-1/Amd.5, by WG 1 and WG 11 respectively. SC 29 also requests AGM to study and to propose alternatives to SC 29 for efficient coordination when its amendments are rolled to different base standards by SC 29/WGs.

Following discussion of SC 29 N 4651, the UK contribution on document distribution, it was agreed that the new statement agreed by WG 11 at its 59th meeting in Jeju, Rep. of Korea, met the UK's requirements. It was further agreed that SC 29 should be responsible for arranging the publication of documents classified as open documents by the JTC 1 Directives on the SC 29 web site.
