The fifteenth ISO/IEC JTC 1/SC 29 Plenary meeting was held on Monday and Tuesday, 2002-03-25/26, at Istituto Internazionale delle Comunicazioni, Genoa, Italy. Originally the plenary was scheduled for three days. The plenary meeting followed WG 1 meeting which was held on the previous week, 2002-03-18/22, at the same location.
UNINFO accredited by UNI, the National Body (NB) of Italy, kindly hosted these meetings. Prof. Hiroshi Watanabe, the SC 29 Chairman, chaired the plenary meeting.
1 Opening
The SC 29 Chairman opened the plenary meeting at approximately 09:30 a.m. on 2002-03-25. On behalf of the host organization, Prof. Daniel Giusto welcomed the participants.
2 Roll Call
A total of eighteen participants representing P-members were in attendance
(ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Japan, UK and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). The SC 29 Secretariat circulated the agenda in HTML format which had hyperlinks to all the documents on the agenda. All the documents considered at the meeting were circulated in electronic format.
5 Previous Meeting Report
There was no comments received on the draft meeting report of the fourteenth SC 29 Plenary meeting, 2001-03-12/14, Singapore, Singapore, and SC 29 approved it (ref. SC 29 N 4503).
6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the resolutions taken at the sixteenth JTC 1 Plenary meeting, 2001-10-29/11-02, Hawaii, US (ref. SC 29
N 4479, JTC 1 N 6607).
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft business plan of SC 29 (ref. SC 29 N 4668) and the SC 29 Secretariat presented the draft Performance Metrics
(ref. SC 29 N 4730) as instructed by Resolution 23 taken at the fourteenth JTC 1 Plenary meeting.
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the twelfth JTC 1 Plenary meeting, noting up-to-date Secretariat Report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
7.3 WG 1
Dr. Daniel T. Lee, the WG 1 Convener, reported the activities of WG 1 based on the results of the following three meetings:
He explained 7 major projects and highlighted the new JPEG 2000 activities.
7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported the activities of WG 11 based on the results of the
following three meetings:
7.5 Advisory Group on Management (AGM)
Prof. Touradj Ebrahimi, the acting AGM Convener, reported on the current status and the next steps of the common ISO base media file format, ISO/IEC 15444-3/Amd.1 and ISO/IEC 14496-1/Amd.5. He also explained AGM's vision from the point of view of reactive and proactive actions. SC 29 requested the AGM to identify more effective methods of work within SC 29, and also to propose an updated Terms of Reference for AGM.
7.6 National Body Contribution
SC 29 reviewed the following contributions from the NB of UK.
SC 29 decided to request ISO/IEC ITTF to note the concerns on the situations which are arising with respect to the handling of IPR and Patent issues, and also to invite SC 29 National Bodies to propose improvements on IPR Policy to address these issues.
8 Reports and Review on Liaison
8.1 ISO Steering Committee on Image Technology
SC 29 requested the WG 1 Convener to nominate a representative for the ISO Steering Committee on Image Technology (ISO SCIT).
8.2 Request for Internal Liaison between SC 29 and ISO/IEC JTC 1/SC 36
The SC 29 Chairman reported that ISO/IEC JTC 1/SC 36 (Information Technology for Learning, Education, and Training) proposed establishment of Internal Liaison between SC 29 and SC 36. SC 29 noted that for the exchange information, the creation of the liaison relationship would be beneficial to SC 29. SC 29 approved the establishment of the Internal Liaison.
8.3 Request for Internal Liaison between SC 29 and ISO TC 37/SC 4
The SC 29 Chairman reported that WG 11 proposed establishment of Internal Liaison between SC 29 and ISO TC 37/SC 4 which is dedicated to Language resource management and aims at providing standards for the annotation and the interchange of linguistic data to be used in particular within natural language based application. SC 29 noted that MPEG-7 activity could be useful for ISO TC 37/SC 4 work items and its new work item could be synchronized with any interest from WG 11 in the domain of multilinguality. SC 29 approved the establishment of the Internal Liaison.
8.4 Request for Category C Liaison between WG 1 and 3GPP
The SC 29 Chairman reported that WG 1 proposed establishment of category C liaison between WG 1 and 3GPP (the Third Generation Partners Project). SC 29 noted that for the standardision of tools enabling the efficient transmission of JPEG2000 over a wireless environment, the creation of the liaison relationship would be beneficial to SC 29. SC 29 approved the establishment of the category C liaison.
8.5 Request for Category C Liaison between WG 1 and J2G
The SC 29 Chairman reported that WG 1 proposed establishment of category C liaison between WG 1 and J2G (the JPEG 2000 Group).
SC 29 noted that J2G intent is to produce an Open Source version of JPEG 2000 baseline, with appropriate file extensions, which is of production quality, and the creation of the liaison relationship would be beneficial to SC 29. SC 29 approved the establishment of the category C liaison.
8.6 Request for Category A Liaison between SC 29 with IMTC
The SC 29 Chairman reported that WG 11 proposed establishment of category C liaison between WG 11 and IMTC (International Multimedia Telecommunications Consortium). SC 29 noted that for the media-coding standards for real-time multimedia communications the creation of the liaison relationship would be beneficial to SC 29. For the benefit of both WG 1 and WG 11, SC 29 approved the establishment of the category A liaison with SC 29.
8.7 Request for Category C Liaison between WG 11 with MPEG-4 Industry Forum
The SC 29 Chairman reported that WG 11 proposed establishment of category C liaison between WG 11 and MPEG-4 Industry Forum.
SC 29 noted that for the exchange information and requests for product realization, the creation of the liaison relationship would be beneficial to SC 29. SC 29 approved the establishment of the category C liaison.
8.8 Liaison Representatives
SC 29 reviewed the list of SC 29 liaison representatives.

8.9 Liaison Statement
SC 29 reviewed the Liaison statement from ITU-T SG 16 concerning JPEG 2000 series publications as common texts with ITU-T.
ISO/IEC FDIS 15444-3 (Motion JPEG 2000) being approved, SC 29 decided to send Liaison statement and request ITU-T SG 16 to reconsider the decision not to publish it as a common text.
9 SC 29 Programme of Work
9.1 Modifications to Current SC 29 Programme of Work (PoW)
SC 29 examined its PoW in detail, and approved the following modifications to it:
1) Revision
2) Subdivision
3) Minor Enhancements
4) Change of Titles
9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support would be received and all comments accompanying negative votes would be satisfactorily considered in Disposition of Comments reports:
9.3 Target Dates
SC 29 updated target dates for progression of the work items.
9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed thirty-four project editors.
9.5 Publicly Available Standards
SC 29 decided to forward the following proposals to JTC 1:
- To make the following ISs (including their amendments, corrigenda, and the future revision) publicly available on Website.
- To make Conformance testing bitstreams and Reference software of the following ISs (including their amendments, corrigenda, and the future revision) publicly available on Website.
9.6 Collaborative Projects with ITU-T
SC 29 approved the establishment of Joint Video Team (JVT) of WG 11 and ITU-T SG 16/Q.6.
SC 29 noted that the JTC 1 Secretariat authorized SC 29 to conduct the shortened CD ballot on ISO/IEC 14496-10. SC 29 approved to make the CD ballot period shortened in time for the 61st WG 11 meeting, 2002-07-22/26.
9.7 JTC 1 Registration Authority (RA)
The WG 11 Convener reported that the implementation of ISO/IEC 15938-5 and ISO/IEC 21000-3 require JTC 1 RAs for "Classification Schemes" and "Digital Item Identification" respectively. SC 29 instructed the SC 29 Secretariat to take appropriate action.
9.8 Periodic Review
In accordance with subclause 14.3.2 of the JTC 1 Directives (forth edition), SC 29 recommended the confirmation of the following ISs at the periodic reviews in 2004:
9.9 ISO/IEC Certificates
SC 29 newly nominated twenty-three individuals for recipients of ISO/IEC Certificates.
10 Appointment of SC 29 Officers
10.1 WG 1 Convener
SC 29 appointed Dr. Daniel T. Lee as the WG 1 Convener for the following term of office.
10.2 WG 11 Convener
SC 29 appointed Dr. Leonardo Chiariglione as the WG 11 Convener for the following term of office.
10.3 AGM Convener
SC 29 appointed Prof. Touradj Ebrahimi as the AGM Convener effective 2002-03-28.

13 Close of Meeting
SC 29 expressed its sincere gtatitude to a number of individuals who had contributed to SC 29 works, and the NB of Italy. The SC 29 Chairman closed the meeting with deep appreciation.
