The sixteenth ISO/IEC JTC 1/SC 29 Plenary meeting was held on Monday and Tuesday, 2003-07-28/29, at the Radisson SAS Royal Garden Hotel, Trondheim, Norway. Originally the plenary was scheduled for three days. The plenary meeting followed the WG 11 meeting which was held the previous week, 2003-07-21/25, at the same location.
The Norwegian Standards Association (NSF), the National Body (NB) of Norway, hosted these meetings. Prof. Hiroshi Watanabe, the SC 29 Chairman, chaired the plenary meeting.
1 Opening
The SC 29 Chairman opened the plenary meeting at approximately 09:30 a.m. on 2003-07-28. On behalf of the host organization, Mr. Knut Lindelien welcomed the participants.
2 Roll Call
A total of twenty-two participants representing P-members were in attendance
(ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Japan, and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). The SC 29 Secretariat circulated the agenda in HTML format which had hyperlinks to all the documents on the agenda. All the documents considered at the meeting were circulated in electronic format.
5 Previous Meeting Report
There were no comments received on the draft meeting report of the fifteenth SC 29 Plenary meeting, 2002-03-25/27, Genoa, Italy, and SC 29 approved it (ref. SC 29 N 5322).
6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the resolutions taken at the seventeenth JTC 1 Plenary meeting, 2002-10-21/25, Sophia Antipolis, France (ref. SC 29
N 5126, JTC 1 N 6927).
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft business plan of SC 29 (ref. SC 29 N 5434).
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the twelfth JTC 1 Plenary meeting, noting up-to-date Secretariat Report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
7.3 WG 1
Prof. Touradj Ebrahimi, the representative of WG 1, reported the activities of WG 1 based on the results of the following four meetings:
He explained the new JPEG 2000 activities, and highlighted IPR issues in WG 1. He reported that WG 1 initiated JPEG and JPEG 2000 Historical archive activities and plans to prepare a database for technical inputs and background information in the standardisation process.
7.4 WG 11
Mr. Peter P. Schirling, the representative of WG 11, reported the activities of WG 11 based on the results of the
following five meetings:
7.5 Advisory Group on Management (AGM)
Prof. Touradj Ebrahimi, the AGM Convener, reported on the current status and the process for a new Amendment of the common ISO base media file format, ISO/IEC 15444-12 and ISO/IEC 14496-12. He also reported the discussions on SC 29 IPR matters between SC 29/WGs Conveners, and proposed to change "SC 29 IPR Policy" to "SC 29 IPR Guidelines" and re-edit the Guidelines to be in line with the ISO/IEC IPR Policy.
In response to the question by Dr. Istban Sebestyen, Germany, SC 29 Software Implementation Guidelines was also revised.
In the course of the discussion, SC 29 decided to inform the ISO and IEC responsible for IPR policies of SC 29's serious concerns regarding deployment of SC 29 past and present standards.
7.6 National Body Contribution
SC 29 reviewed the following contributions from the NB of UK.
ISO/IEC 10918:
SC 29 decided to make editorial changes to Annex L Patents in ISO/IEC 10918-1:1994 and revise it. SC 29 noted that the new edition will not change the requirement to consider ISO/IEC 10918-1:1994 in the 2005 periodic review.
WG 11 General Reflector:
The NB of UK recommended that IPSJ/ITSCJ make SC 29 mailing list (information only), SC 29/AGM reflector, and WG 11 general reflector closed. The SC 29 Secretariat replied that IPSJ/ITSCJ was investigating new mailing list software and plans to move the SC 29 and SC 29/AGM Reflectors to closed reflectors after testing is completed.
Location of SC 29 Plenary meetings:
To facilitate the attendance of SC 29 Plenary meeting delegate in the associated WGs meetings, SC 29 agreed to have its SC 29 Plenary collocated with all WG meetings preferably.
WD/CD version control:
To facilitate experts reviewing drafts, SC 29 decided to encourage its WGs to circulate only to WG technical experts WD and CD documents with tracking changes visible.
JTC 1 Patent database:
The NB of UK expressed concern that ISO/IEC JTC 1 Patents Database has not been released. SC 29 noted that the database will be made available in autumn 2003, and all the existing statements will be made available in a timely manner and before publication of the standard. SC 29 agreed to request ITTF to provide detailed information on the status of the database to JTC 1 and SC 29 P-members.
Procedure for "Minor Enhancement" and "Subdivision"
SC 29 agreed to keep the current minor enhancement and subdivision procedure which is in line with the JTC 1 Directives. SC 29 agreed to encourage its WGs to use New Work Item Proposal procedures where appropriate. SC 29 noted that this will provide an opportunity for NBs to list known patents in the area on earlier stage.
8 Reports and Review on Liaison
8.1 ISO Steering Committee on Image Technology
SC 29 requested the WG 1 Convener to nominate a representative for the ISO Steering Committee on Image Technology (ISO SCIT).
8.2 ISO/IEC JTC 1/SC 37
Dr Kate Grant, the liaison representative from SC 37, made a verbal report on current activities in SC 37. She suggested fostering communication with SC 37 in the areas of common file format and metadata for biometrics.
8.3 IEC TC 100
Dr Kate Grant, the SC 29 liaison representative to IEC TC 100, made a verbal report on current activities in IEC TC 100, specifically, multimedia home server and multimedia interface control.
8.4 Request for Category C Liaison between WG 11 and CRF
Mr. Peter P. Schirling reported that the WG 11 proposed establishment of category C liaison between WG 11 and CRF (the Content Reference Forum). CRF is a not-for-profit, global consortium, which is developing specifications that will be available as standards to facilitate the implementation of P2P digital content distribution systems. The CRF would like to enable the dynamic delivery of the right content with the right commercial terms for a given consumer and value chain context. SC 29 noted that CRF interest is to leverage the work of WG 11, especially MPEG-7 and MPEG-21.
SC 29 approved the establishment of the category C liaison.
8.5 IMTC
Dr. Istvan Sebestyen, the liaison representative to and from IMTC, reported IMTC's IPR-related activities. He reported the problems of Standards Development Organizations (SDO) IPR Policies in complex IPR situations. He also reported that IMTC tries to improve those IPR Policies and to store historical information relevant to multimedia technology and standard.
8.6 Liaison Representatives
SC 29 reviewed the list of the SC 29 liaison representative.

9 SC 29 Programme of Work
9.1 Modifications to Current SC 29 Programme of Work (PoW)
SC 29 examined its PoW in detail, and approved the following modifications to it:
1) Revision
2) Subdivision
3) Minor Enhancements
4) Change of Titles
9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support would be received and all comments accompanying negative votes would be satisfactorily considered in Disposition of Comments reports:
9.3 Target Dates
SC 29 updated target dates for progression of the work items.
9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed two project editors and noted three resignations.
9.7 JTC 1 Registration Authority (RA)
Mr. Peter P. Schirling reported that the implementation of ISO/IEC 21000-6 requires JTC 1 RAs for "Rights Data Dictionary (RDD) Terms and TermSets". SC 29 instructed the SC 29 Secretariat to take appropriate action.
9.9 ISO/IEC Certificates
SC 29 newly nominated 117 individuals for recipients of ISO/IEC Certificates.
10 Appointment of SC 29 Officers
10.1 SC 29 Chairman
SC 29 endorsed Prof. Hiroshi Watanabe as the SC 29 Chairman for the second three-year term of office.
11 Future Meeting Schedule
SC 29 approved the following meeting schedule:
12 Resolutions
SC 29 adopted resolutions as in SC 29 N 5478.
13 Close of Meeting
SC 29 expressed its sincere gratitude to a number of individuals who had contributed to SC 29 works, and the NB of Norway. The SC 29 Chairman closed the meeting with deep appreciation.
