SC 29 approves the following progression of work items on condition that substantial support is received from the NBs and Disposition of Comments reports satisfactorily dispose all comments accompanying negative votes. SC 29 further approves the subsequent progression to the next stage on condition that substantial support from the NBs is received and Disposition of Comments reports satisfactorily dispose all comments accompanying negative votes:
1) IS/AMD/COR publication stages
2) FDIS/FDAM stages
3) FCD/FPDAM stages
4) CD/PDAM/PDTR stages

SC 29 approves the following modifications to its current Programme of Work, and instructs its Secretariat to submit them to JTC 1 for endorsement:
1) Subdivision
Rationale (ref. SC 29 N 6147):
The purpose is to standardise the syntax and semantics of a representation of scene data and of a simple aggregation mechanism that are well suited for constrained environment (such as mobile devices).
Rationale (ref. SC 29 N 6180):
WG 11 anticipates that ISO/IEC 2300 will be a set of Application Formats. The Music Player Format will be re-designated as part 2 so that part 1 can present the Framework for the set of Formats.
2) Minor Enhancements
Rationale (ref. SC 29 N 6162):
Hidden text is required in applications that desire to search on the textual contents of a document, but, desire to have pixel data of the text as the primary form for display of the document.
Rationale (ref. SC 29 N 6168):
WG 11 developed a set of tools for advanced text support and font compression and streaming. This amendment will enable the signaling of the Text Profiles and Levels.
Rationale (ref. SC 29 N 6143):
This amendment defines new levels to the Simple Profile: Level 4a for VGA at 4 Mbps and Level 5 for SDTV at 8 Mbps.
Rationale (ref. SC 29 N 6145):
This amendment defines conformance bitstreams related to ISO/IEC 14496-2:2004/Amd.2 (New levels in simple profile).
3) Change of Title
Rationale (ref. SC 29 N 6167):
The new name better conveys the breadth of application range for these extensions.

Following discussion of SC 29 N 6112, the Australian NB contribution for JPEG & MPEG Public Document Archive, SC 29 requests Mr. Paul Jessop, Mr. Richard Clark and Dr. Ian Burnett to
(a) investigate whether a body such as a library would, without placing burden on SC 29 or WGs, be available to manage, hold, preserve and make available an archive of contributions to SC29's Working Groups which the authors wish to be made accessible to the public,
(b) examine the copyright and associated issues and,
(c) make recommendations to the SC 29/AGM by 2004-10-31.

SC 29 notes that the JTC 1 Patent Statement Database template for the data input has been completed, however, the data entry has not been done yet.
SC 29 requests ISO/IEC ITTF to note the problems caused by the delays in the development of the JTC 1 Patent Statement Database. The delays are affecting successful deployment of all SC 29's standards.
SC 29 requests that ISO/IEC ITTF complete the work as soon as possible so that potential users can see the patents lists relating to SC 29 standards because the lists are needed to assist in the adoption of the standards.

SC 29 concurs with the Japanese NB's proposal that, in order to simplify and encourage patent statement submissions, it would be beneficial to have a single patent statement format defined and implemented by ISO/IEC.
SC 29 recommends ISO/IEC to consider providing such a single patent statement format, and suggests that the ITU-T | ISO/IEC form for a common and twin text in SC 29 N 6211 could serve this purpose.
SC 29 suggests using such a form internally.
