The 17th ISO/IEC JTC 1/SC 29 Plenary meeting was held on Monday and Tuesday, 2004-07-26/27, at the Microsoft Conference Center, Redmond, USA. The plenary meeting followed the WG 1 and WG 11 meetings which were held the previous week, 2004-07-19/23, at the same location.
American National Standards Institute (ANSI), the National Body (NB) of USA, hosted these meetings. Prof. Hiroshi Watanabe, the SC 29 Chairman, chaired the plenary meeting.
1 Opening
The SC 29 Chairman opened the Plenary meeting at approximately 09:10 a.m. on 2004-07-26. On behalf of the host organization, Dr. Andrew G. Tescher welcomed the participants.
2 Roll Call
A total of twenty-five participants representing P-members were in attendance (ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Japan, UK and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). The SC 29 Secretariat circulated the agenda in HTML format which had hyperlinks to all the documents on the agenda. All the documents considered at the meeting were circulated in electronic format.
5 Previous Meeting Report
There were no comments received on the draft meeting report of the 16th SC 29 Plenary meeting, 2004-07-28/30, Trondheim, Norway. SC 29 approved it (ref. SC 29 N 5974).
6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the resolutions taken at the 18th JTC 1 Plenary meeting, 2003-11-17/21, Singapore, Singapore (ref. SC 29 N 5660, JTC 1 N 7301). He drew participants attentions especially to the following Resolutions:
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft business plan of SC 29 which was the revised version of SC 29 N 6095. He promised that he will make modifications reflecting this meeting prior to final
publication.
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat Report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
She pointed the status of SC 29 P-members participation, and reminded that the status would be submitted to the ISO/IEC ITTF for further action.
7.3 WG 1
Dr. Daniel T. Lee, the WG 1 Convener, reported the activities of WG 1 based on the results of the following three meetings:
Dr. Lee explained the JPEG 2000 and new work item (JPSearch) activities. He reported that JPEG 2000 is getting adopted by various standardization groups and organizations. He highlighted that Digital Cinema Initiatives has selected JPEG 2000 for Digital Cinema.
7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported the activities of WG 11 based on the results of the following four meetings:
7.5 Advisory Group on Management (AGM)
SC 29 reviewed the following contribution:
In response to the request by Dr. Kate Grant, UK, Dr. Istban Sebestyen made a verbal report on the current status of the form of Patent Statement and Licensing Declaration for a common and twin text with ITU-T (ref. SC 29 N 5815). He explained that the form was revised at the meeting of the TSB Director's Ad Hoc Group on IPR, 2004-07-09/10 (ref. SC 29 N 6211). SC 29 noted that the form has not been approved formally, however, ISO/IEC ITTF permits SCs to use the form for a common or twin text. In the course of the discussion, SC 29 decided to make a recommendation that ISO/IEC consider providing a single patent statement format, and to suggest that the latest form in SC 29 N 6211 could serve this purpose. SC 29 also instructed the SC 29 Secretariat to announce the availability of the form in SC 29 N 6211 in order to suggest SC 29 members using it internally.
7.6 National Body Contribution
SC 29 reviewed the following contributions from the NBs of Australia, Japan and UK.
Facilities Fee for SC 29 Meetings
The NB of UK expressed concern on the charging of Facilities Fee for those attending ISO/IEC JTC 1/SC 29 Plenary meeting. SC 29 reviewed SC 29 N 6058, Accounting Report of the 16th SC 29 Plenary meeting at Trondheim, Norway, and considered that the meeting was operated without problems.
WG 1 and WG 11 Document Archive
Following discussion of SC 29 N 6112, the Australian NB contribution for JPEG & MPEG Public Document Archive, SC 29 requested Mr. Paul Jessop, Mr. Richard Clark and Dr. Ian Burnett to:
ISO/IEC JTC 1 Patent Statement Database
The NB of UK expressed concern on the delays in the development of the JTC 1 Patent Statement Database. It should have been available on ISO/IEC ITTF Website by the end of January 2004.
The primary concern relating to this issue is that potential users can not see the patents lists relating to SC 29 standards and the delays are affecting successful deployment of SC 29's standards.
SC 29 decided to request ISO/IEC ITTF to note the problems caused by the delays, and to complete the work as soon as possible.
Unified Patent Statement Format
The NB of Japan proposed that it would be beneficial to have a single patent statement format defined and implemented by ISO/IEC. SC 29 concured with the proposal. Related reports are in 7.5.
8 Reports and Review on Liaison
8.1 Request for Category C Liaison between WG 11 and DMP
Dr. Leonardo Chiariglione reported that the WG 11 proposed establishment of category C liaison between WG 11 and DMP (Digital Media Project). DMP is a non-for-profit organisation with the mission to "promote continuing successful development, deployment and use of Digital Media that respect the rights of creators and rights holders to exploit their works, the wish of end users to fully enjoy the benefits of Digital Media and the interests of various value-chain players to provide products and services". SC 29 noted that the DMP activities are complementary to WG 11's work, especially within the field of MPEG-21. SC 29 approved the establishment of the category C liaison and appointed Mr. Marc Gauvin as a liaison representative from WG 11.
8.2 Request for Category C Liaison between WG 11 and DCCSDP&DCCSDC
Dr. Leonardo Chiariglione reported that the WG 11 proposed establishment of category C liaison between WG 11 and DCCSDP&DCCSDC (Digital Cinema Common Specification Development Project & Digital Cinema Common Specification Development Committee) which is the Japanese national project. As requested by participants, SC 29 Secretariat circulated addition information of DCCSDP&DCCSDC (Ref. SC 29 N 6182). SC 29 approved the establishment of the category C liaison and appointed Dr. Takuyo Kogure as a liaison representative from WG 11.
8.3 Request for Category C Liaison between WG 11 and OMA
Dr. Leonardo Chiariglione reported that the WG 11 proposed establishment of category C liaison between WG 11 and OMA (Open Mobile Alliance) which is formed by nearly 200 companies representing the world leading mobile operators, device & network suppliers, information technology companies and content providers. OMA is designed to be the center of mobile service enabler specification work, helping the creation of interoperable services across countries, operators and mobile terminals. SC 29 noted that OMA recognized the importance of working with WG 11 to make interoperable specifications for mobile applications. SC 29 approved the establishment of the category C liaison and appointed Mr. Pete Schirling as a liaison representative from WG 11.

9.1 Modifications to Current SC 29 Programme of Work (PoW)
SC 29 examined its PoW in detail, and approved the following modifications to it:

9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support is received from the NBs and Disposition of Comments reports satisfactorily dispose all comments accompanying negative votes.:

SC 29 updated target dates for progression of the work items.
9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 37 project editors and noted 2 resignations.
9.5 Collaborative Project with ITU-T
SC 29 approved the following projects to be published as Common Text by mode of cooperation with ITU-T:
9.6 Periodic Review
In accordance with subclause 15.1 of the JTC 1 Directives (5th edition), SC 29 recommended the confirmation of the following ISs at the periodic reviews in 2005 and 2006:

SC 29 newly nominated 5 individuals for recipients of ISO/IEC Certificates.

SC 29 approved the following meeting schedule:

SC 29 expressed sincere gratitude to a number of individuals who had contributed to SC 29's work, and the NB of US. The SC 29 Chairman closed the meeting with deep appreciation.
