SC 29 approves the following modifications to its current Programme of Work, and instructs its Secretariat to submit them to JTC 1 for endorsement:
1) Minor Enhancements
Rationale (ref. SC 29 N 6576):
Security support is a crucial requirement for media file formats and imaging applications. This effort will extend JPSEC tools and techniques to the file format level.
2) Change of Titles
Rationale (ref. SC 29 N 6663):
This new name more accurately describes what this part deals with. The previous title implied only extensions for rendering in MPEG-J. As this is a framework for providing access to multiple renderers using MPEG-J, MPEG-J GFX (Graphics Framework eXtensions) is a more suitable title.
Rationale (ref. SC 29 N 6664):
The new name better conveys the generic features provided by this amendment. The previous name was reflecting a typical, but not unique, application area for the technology.
Rationale (ref. SC 29 N 6665):
Since the 15938-3:2002/Amd.2 contains only one Descriptor (i.e. 3D Perceptual Shape), the new name better conveys the contents of the part.

SC 29 recommends to make the following TR and IS (including their amendments, corrigenda, and the future revision) freely available on Website.
SC 29 instructs its Secretariat to revise the rationale contained in the recommendation in N 6541 (ISO/IEC 21000-2) and request JTC 1 to issue letter ballots in order to facilitate timely implementation of those recommendations.

SC 29 requests the National Body of Australia to give more detail on the concerns expressed in its contribution so that these can be considered by the Advisory Group on Management or the next SC 29 Plenary meeting.

SC 29 believes that there would be benefits from its members having access to the Patent Statements that have been made in respect of standards created by its Working Groups. Although the Experimental ISO/IEC JTC 1 Patent Database contains some information about these Statements, it does not give access to the text of the Statements. SC29 believes this text may be important in some circumstances as most Statements to date have been made in an unstructured way without the use of a common form.
SC 29 would like to see an archive of scanned copies of all such Patent Statements, with access restricted to SC 29 members on the same terms as other SC 29 documents.
However, SC 29 understands that concerns have been expressed about such an archive being created.
SC 29 seeks advice from JTC 1 on how it should proceed and, if the project is approved, asks its Secretariat to manage the creation and maintenance of the archive.
SC 29 believes that such an archive could be created within three months of the project being approved and understands that certain National Bodies would provide the appropriate resources on a voluntary basis. unanimous

Category A:
Organisations which make an effective contribution to and participate actively in the work of both WG 1 and WG 11 for most of the questions dealt with by the committee.
SC 29 requests WG 1 to review the list of Category A Liaison at its next meeting. if a Category A Liaison which is not relevant to WG 1 activities is reported, SC 29 instructs its SC 29 Secretariat to take appropriate actions to change the Category from A to C.

On behalf of the unanimous recommendation of its NB members, SC 29 is pleased to recognize Mr. Wo Chang of National Institute of Standards Technology; Mr. Peter P. Schirling of IBM Corporation and Mr. Richard Clark of Elysium Ltd for serving more than 3000 international experts from over 25 countries for their outstanding management of standard specifications for WG 1 and WG 11.
SC 29 authorizes an SC 29 Service Award, with the following Citation:
SC 29 recognizes Mr. Wo Chang/Mr. Peter Schirling/Mr. Richard Clark for his excellent management of standard specification, reference software, and testing materials for the acceleration of advancing the international multimedia standards of WG 1 and WG 11.
SC 29 requests its conveners to present the appropriate awards on its behalf at their next respective WG meetings. The Conveners are further authorized to determine the final wording and format of the awards.

SC 29 expresses its appreciation to the Korean National Body for hosting the Busan meeting, in particular Dr. Jae-Hyeon Cha from Korean Agency for Technology and Standards, and also Mr. Sung-Wook Jung from Korean Standards Association for taking the bulk of the organizational effort and arranging the most enjoyable social event at the Paradise Hotel.
