The 18th ISO/IEC JTC 1/SC 29 Plenary meeting was held on Monday and Tuesday, 2005-04-25/26, at the Paradise Hotel, Busan, Rep. of Korea. The plenary meeting followed the WG 11 meeting, 2005-04-18/22, at BEXCO and the Paradise Hotel.
Korean Agency for Technology and Standards (KATS), the National Body (NB) of Rep. of Korea, hosted these meetings. Prof. Hiroshi Watanabe, the SC 29 Chairman, chaired the plenary meeting.
1 Opening
The SC 29 Chairman opened the Plenary meeting at approximately 09:00 a.m. on 2005-04-25. On behalf of the host organization, Prof. Seoung-Jun Oh welcomed the participants.
2 Roll Call
A total of sixteen participants representing P-members were in attendance (ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Japan, UK and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). The SC 29 Secretariat circulated the agenda in HTML format which had hyperlinks to all the documents on the agenda. All the documents considered at the meeting were circulated in electronic format.
5 Previous Meeting Report
There were no comments received on the draft meeting report of the 17th SC 29 Plenary meeting, 2004-07-26/27, Redmond, USA. SC 29 approved it (ref. SC 29 N 6433).
6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the resolutions taken at the 19th JTC 1 Plenary meeting, 2004-10-25/29, Berlin, Germany (ref. SC 29 N 6376, JTC 1 N 7665). He drew participants attention especially to the following Resolutions:
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft business plan of SC 29 (ref. SC 29 N 6606).
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat Report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
The SC 29 Secretary pointed the status of SC 29 P-members participation, and reminded that the status would be submitted to the ISO/IEC ITTF for further action.
7.3 WG 1
Prof. Touradj Ebrahimi, the representative of WG 1, reported the activities of WG 1 based on the results of the following two meetings:
Prof. Ebrahimi reported mainly on the JPEG 2000 and JPSearch activities. He stressed that JPSearch activities reached an important milestone. He also reported that WG 1 approved the formation of an Ad Hoc Group to study ITU-T SG 16's proposal for an addition of the MQ-Codec Arithmetic Coder to ITU-T T.81 | ISO/IEC 10918-1 (JPEG). National Bodies' contributions will be reviewed at the joint ITU-T SG 16 and WG 1 meeting, Geneva, 2005-07-18/22.
7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported the activities of WG 11 based on the results of the following three meetings:
7.5 Advisory Group on Management (AGM)
There was no item to review.
7.6 National Body Contribution
SC 29 reviewed the following contributions.
SC 29 Liaisons
The NB of US expressed concern that existing SC 29 liaisons have not been reviewed for some time and many liaison representative positions are vacant.
In response to the request by the NB of US, SC 29 reviewed all of its liaisons. SC 29's decisions are in 8.3 - 8.6.
Appreciation to the WG Webmasters
On behalf of the unanimous recommendation of its NB members, SC 29 is pleased to recognize Mr. Wo Chang of National Institute of Standards Technology; Mr. Peter P. Schirling of IBM Corporation and Mr. Richard Clark of Elysium Ltd for serving more than 3000 international experts from over 25 countries for their outstanding management of standard specifications for WG 1 and WG 11.
SC 29 authorizes an SC 29 Service Award, with the following Citation:
SC 29 unanimously agreed to recognize Mr. Wo Chang, Mr. Peter Schirling, and Mr. Richard Clark for their excellent data base management. SC 29 requested WG 1 and WG 11 Conveners to present the appropriate awards on its behalf at their next respective WG meetings. The Conveners are further authorized to determine the final wording and format of the awards.
SC 29 IPR Database
Dr. Istvan Sebestyen, HoD, the NB of Germany, proposed that it would be beneficial to have an archive of scanned copies of all SC 29 Patent Statements on the SC 29 web site, with access restricted to SC 29 members on the same terms as other SC 29 documents. A few of NBs expressed concerns about such an archive being created as this proposal does not become a solution to the IPR problem. However, majority of NBs were in favor of the proposal because access to the text of the Statements may be important in some circumstances as most Statements to date have been made in an unstructured way without the use of a common form.
As a result of discussion, SC 29 agreed to seek JTC 1 advice on how it should proceed and, if the project is approved, ask its Secretariat to manage the creation and maintenance of the archive.
Australian NB Contribution on SC 29 Scope
As no Australian delegate was present, there was not enough precise information about the Australian NB concern. SC 29 decided to request the NB of Australia to provide more detail on the concerns expressed in its contribution.
8 Reports and Review on Liaison
8.1 ITU-T
Dr. Istvan Sebestyen, the SC 29 liaison representative to and from ITU-T, reported the current liaison activities with ITU-T.
8.2 Request for Category C Liaison between WG 11 and NISO
Dr. Leonardo Chiariglione reported that the WG 11 proposed establishment of Category C Liaison between WG 11 and NISO (National Information Standards Organization). NISO is a non-profit association accredited by the American National Standards Institute (ANSI). NISO identifies, develops, maintains, and publishes technical standards to manage information in the digital environment. NISO has developed standards or has ongoing efforts for the creation of standards, particularly the OpenURL Framework standard, that are directly relevant to the ongoing MPEG-21 standardization efforts and will play a significant role in the information environment as envisioned by the MPEG-21 Standard. SC 29 noted that NISO has the appropriate channels to communicate about the MPEG-21 standards to the library and content communities. SC 29 also noted that NISO serves as the secretariat to ISO TC46/SC 4 (Technical Interoperability). SC 29 approved the establishment of the Category C Liaison and appointed Mr. Jeroen Bekaert as a liaison representative to NISO.
8.3 ISO/IEC JTC 1/SC 6
Since there had not been any significant liaison activity between SC 6 and SC 29 over the past few years, SC 29 approved the disbandment of the Internal Liaison with SC 6.
8.4 Review of Category A Liaison
Following the discussion of SC 29 N 6610, SC 29 resolved the internal classification of Category A Liaison based on the JTC 1 Directives as follows:
Category A:
Organisations which make an effective contribution to and participate actively in the work of both WG 1 and WG 11 for most of the questions dealt with by the committee.
SC 29 noted that WG 11 agreed with the current list of Category A Liaison. In order to apply this classification to the current SC 29's Category A Liaisons, SC 29 requested WG 1 to review the list of Category A Liaison at its next meeting. If a Category A Liaison which is not relevant to WG 1 activities is reported, SC 29 will instruct its SC 29 Secretariat to take appropriate actions to change the Category from A to C.
8.5 Change of Category C to A
In accordance with the internal classification of Category A Liaison in 8.3, SC 29 approved the change of Category C to A Liaison between SC 29 and the following organizations which have liaison status with both WG 1 and WG 11.
8.6 Termination of Category C Liaison
In accordance with the WG 11 recommendation (ref. SC 29 N 6668), SC 29 approved the termination of Category C Liaison between WG 11 and the following 4 organisations. OASIS Right Language Technical Committee was originally in the the recommendation. However, SC 29 decided to continue the Liaison for now.
8.7 Liaison Representatives
SC 29 appointed the following representatives:
9 SC 29 Programme of Work
9.1 Modifications to Current SC 29 Programme of Work
SC 29 examined its Programme of Work in detail, and approved the following modifications to it:
1) Minor Enhancements
2) Change of Titles
9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support is received from the NBs and Disposition of Comments reports dispose all comments accompanying negative votes.:
9.3 Target Dates
SC 29 updated target dates for progression of the work items.
9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 35 project editors and noted 7 resignations.
9.5 Freely Available Standards
SC 29 decided to forward the following proposals to JTC 1:
- To make the following ISs (including their amendments, corrigenda, and the future revision) freely available on Website.
9.6 Periodic Review
In accordance with subclause 15.1 of the JTC 1 Directives (5th edition), SC 29 recommended the confirmation of the following ISs at the periodic reviews in 2007:
9.7 ISO/IEC Certificates
SC 29 newly nominated 86 individuals for recipients of the ISO/IEC Certificates.
10 Appointment of SC 29 Officers
10.1 WG 1 Convener
SC 29 appointed Dr. Daniel T. Lee as the WG 1 Convener for another term of office.
10.2 WG 11 Convener
SC 29 appointed Dr. Leonardo Chiariglione as the WG 11 Convener for another term of office.
11 Future Meeting Schedule
SC 29 approved the following meeting schedule:
12 Resolutions
SC 29 adopted resolutions as in SC 29 N 6671.
12 Close of Meeting
SC 29 expressed sincere gratitude to a number of individuals who had contributed to SC 29's work, and the NB of Rep. of Korea. The SC 29 Chairman closed the meeting.
