The 21st ISO/IEC JTC 1/SC 29 Plenary meeting was held on Monday, 2008-07-28, at the Institut fuer Informationsverarbeitung (TNT), Leibniz Universitaet Hannover, Germany. Originally the Plenary meeting was scheduled for two days. The Plenary meeting followed the WG 11 meeting, 2008-07-21/25 at the Hannover Congress Centrum.
Deutsches Institut fuer Normung (DIN) hosted these meetings. Mr. Kohtaro Asai, the SC 29 Chairman, presided at the Plenary meeting.
1 Opening
The SC 29 Chairman opened the Plenary meeting at approximately 09:00 a.m. on 2008-07-28. On behalf of the host organization, Prof. Joern Ostermann, the Institut fuer Informationsverarbeitung (TNT), Leibniz Universitaet Hannover, welcomed the participants.
2 Roll Call
A total of 12 participants representing P-members were in attendance (ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Japan, and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). All the documents for the meeting were circulated in electronic format.
5 Previous Meeting Report
There were no comments received on the draft meeting report of the 20th SC 29 Plenary meeting, 2007-04-30/05-01, San Jose, USA. SC 29 approved it (ref. SC 29 N 8827).
6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the resolutions taken at the 22nd JTC 1 Plenary meeting, 2007-10-08/13, Gold Coast, Australia (ref. SC 29 N 8833, JTC 1 N 8804). The Chairman focused participants attention on the following Resolutions:
Resolution 12: ISO DIS Ballot Period
The SC 29 Chairman reported the current status of SC 29's request [SC 29 N 8502 (JTC 1 N8678)]. The request on the reduction of the DIS ballot period to 4 months was reviewed during the JTC 1 Plenary meeting. The request did not receive positive support by the JTC 1 National Bodies, and resulted in JTC 1 requesting ITTF to develop a strategy to reduce their processing time for handling ballots and provide a report to the JTC 1. However, at the following SWG-D meeting, 2008-03-11/14, London, United Kingdom, SWG-D decided to soon submit a contribution on the length of the DIS ballot period, which contains SC 29's contribution, to the IEC SMB Ad Hoc Group 25 for consideration at its meeting held on 2008-05-06. SC 29 requested its Chairman to encourage JTC 1 to take further actions at the next JTC 1 Plenary meeting, Nara, Japan.
Resolution 45: Technology Watch Requests to Subcommittees
The SC 29 Chairman pick up the following items which are being deloped or have been done by SC 29:

- Binary XML
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft Business Plan of SC 29 (ref. SC 29 N 9551). Based on the several comments by the attendees, the SC 29 Chairman promised to provide the SC 29 AGM members with a revised draft Business Plan by 2008-08-31.
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat Report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
The SC 29 Secretary pointed out the status of SC 29 P-members participation, and notified that the status would be submitted to the ISO/IEC ITTF for further action.
7.3 WG 1
Prof. Touradj Ebrahimi, the representative of WG 1, reported on the activities of WG 1 based on the results of the following four meetings:
Prof. Touradj Ebrahimi reported mainly on JPEG-XR activities and New Work Item Proposal on Advanced Image Coding (AIC).
7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported on the activities of WG 11 based on the results of the following five meetings:
7.5 Advisory Group on Management (AGM)
Prof. Touradj Ebrahimi , the AGM Convener, provided a report with the status and activities taken on the Resolutions of the previous SC 29 Plenary meeting. The report has been circulated as SC 29 N 9637.
Patent Declaration Processes (Resolution 10 of the previous SC 29 Plenary meeting)
SC 29 noted that WG 1 already has a number of standing resolutions for fulfilling the same objectives as those pursued by Resolution 10. WG 11 also used to attach the ISO/IEC Patent Policy to "call for proposal" documents. WG 11 will restart the practice in the future.
Working Practices in Ad Hoc groups (Resolution 11 of the previous SC 29 Plenary meeting)
SC 29 agreed on Prof. Ebrahimi's report that the current working practices in WG 1 and WG 11 are appropriate and serve well the objectives of these WGs. SC 29 decided not to request any changes.
Efficiency of SC 29 (Resolution 23 of the previous SC 29 Plenary meeting)
Following discussions on the issue of frequency and duration of SC 29 Plenary meeting, SC 29 decided to hold its meeting 1) once a year, 2) for one day on Sat. following WG meetings.
Reply to the National Body of UK
Based on the discussions relavant to the AGM, SC 29 prepared response to the National Body of UK.
7.6 National Body Contribution
SC 29 reviewed the following contribution. The result of review is reported in subclause 7.5 above.
8 Reports and Review on Liaison
8.1 SMPTE
Following review of Liaison status, Dr. Leonardo Chiariglione expressed his disappointment with SMPTE's insufficient involvement in Reconfigurable Video Coding (RVC) Framework, recognizing that the activity carried out jointly helps harmonisation and interoperability between the standards developed or to be developed by SC 29 and SMPTE. At the previous SC 29 Plenary meeting, 2007-04-30/05-01, San Jose, USA, the Liaison Representative from SMPTE had expressed SMPTE's interest in RVC and
promised to encourage its technical experts to join the RVC Core Experiments and offer MPEG experts free use of its VC-1 specification and reference software for the purpose of developing the RVC Framework.
Mr. Walter Husak, the Liaison Representative of SMPTE, promised that he will continue the promotion in SMPTE and also report the SC 29's concerns to SMPTE.
8.2 Reports of Liaison Officers
The following Liaison reports by Dr. Kate Grant have been made available to SC 29 members:
8.3 Termination of Category C Liaison
In accordance with the WG 11 recommendation (ref. SC 29 N 9633), SC 29 approved the termination of Category C Liaison between WG 11 and Digital Eizou <Cinema> Common Specification Development Project (DECSDP).
8.4 Liaison Representatives
SC 29 confirmed the nomination of Mr. Robert Rossi, US, as a JTC 1 representative to ISO Steering Committee on Image Technology (ISO SCIT).

9 SC 29 Programme of Work
9.1 Modifications to Current SC 29 Programme of Work
SC 29 examined its Programme of Work in detail, and approved the following modifications to it:
1) Subdivision
2) Minor Enhancements
3) Change of Titles
9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support is received from the NBs and Disposition of Comments reports dispose all comments accompanying negative votes:
9.3 Target Dates
SC 29 updated target dates for progression of the work items.
9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 10 project editors.
9.7 ISO/IEC Certificates
SC 29 newly nominated 134 individuals as recipients of the ISO/IEC Certificates.
10 Appointment of SC 29 Officers
10.1 WG 1 Convener
SC 29 appointed Dr. Daniel T. Lee as the WG 1 Convener for another term of office.
10.2 WG 11 Convener
SC 29 appointed Dr. Leonardo Chiariglione as the WG 11 Convener for another term of office.
11 Future Meeting Schedule
SC 29 approved the following meeting schedule:
NOTE (as of 2008-11-01): Since 2009-04-25 is not feasible, the 22nd SC 29 Plenary meeting will be held on 2009-04-27.
12 Resolutions
SC 29 adopted resolutions as in SC 29 N 9636.
12 Close of Meeting
SC 29 expressed sincere gratitude to a number of individuals who had contributed to SC 29's work, and the NB of Germany. The SC 29 Chairman closed the meeting.
