Introductory note: In accordance with the resolution of the SC 34 Atlanta meeting held in November 2005, the NP ballot was circulated as N699 and approved as in the summary of voting in N722. The text for CD ballot was circulated as N905 and its summary of voting is contained in N 945. The disposition of comments was conducted during the WG 3 meetings held in Kyoto in December 2007 and in Oslo in April 2008 and their notes are contained in N 975 and N1023. In accordance with Resolution 13 of the SC 34 Oslo plenary held in April, 2008, this document is circulated to the SC 34 members for an FCD ballot.
