Scope:

This amendment specifies enhancements such as finer control and reconstruction.

Rationale:

Feedback from early adopters of NVDL have made clear that dispatching based on namespace names is not good enough.

NVDL provides dispatching but does not provide reconstruction.

NVDL reconstruction combined with XProc and NVDL dispatching is expected to be very useful.
