Resolution 92-03/No. 01 : Approval of Report of First Plenary Meeting, JTC 1 SC 29

ISO/IEC JTC 1/SC 29 approves the content of the meeting report of the first Plenary meeting of JTC 1/SC 29 (SC 29 N 094), as revised during SC 29 meeting discussions in Haifa.

Resolution 92-03/No. 02 : Approval of Secretariat Report

ISO/IEC JTC 1/SC 29 approves the content of the SC 29 Secretariat's report (SC 29 N 124), with the exception of the last page entitled "Programme of Work for JTC 1/SC 29", which continues to be in draft form.

Resolution 92-03/No. 03 : Review of SC 29 Programme of Work

In the interest of communicating the content of all of its activities to a wide range of interested parties, ISO/IEC JTC 1/SC 29 directs the Conveners of all its Working Groups to reconsider the Project Descriptions contained in SC 29 N 107, bearing in mind the SC 29 discussions in Haifa concerning this document, and to develop and submit to the SC 29 Secretariat no later than 1992 July 31, for distribution and comment by SC 29 prior to the SC 29 meeting planned for Ottawa, Canada in 1992 November.

Resolution 92-03/No. 04 : Contribution to JTC 1 regarding JTAG 2

ISO/IEC JTC 1/SC 29 instructs its Secretariat to transmit to JTC 1, SC 29 N 161 with comments from NBs, as SC 29's response to the request contained in JTC 1 N 1787 (Report of JTC 1 Head of Delegation to First Meeting of JTAG 2).

Resolution 92-03/No. 05 : Workshop on Multimedia/Hypermedia Standardisation

ISO/IEC JTC 1/SC 29, recognizing the importance of effective coordination among different SCs that goes beyond normal liaison; the role played by SC 29, SC 18 and SC 24 in the field of multimedia/hypermedia standardisation as recognized by the JTC 1 AG resolutions of February 1991; and the effectiveness of workshops as a vehicle for discussing (as per JTC 1 Directives) multimedia/hypermedia standardisation; requests its Chairman to make contacts with the Chairmen of SC 18 and SC 24 in order to obtain their support for a Workshop on multimedia/hypermedia standardisation, and to submit a proposal for such a Workshop to JTC 1 upon receiving positive replies from the concerned SCs; and nominates its Chairman for consideration as Convener of the Workshop.

Resolution 92-03/No. 06 : Processing of CD 11544 (Revised) as DIS

ISO/IEC JTC 1/SC 29 instructs its Secretariat to transmit to ITTF, for registration and further processing as a DIS, CD 11544 (Revised), when this latter document (as revised by an ad hoc editing committee of WG 9, according to the DOCR (SC 29 N 144) for CD 11544) is received from the WG 9 Convener.

Resolution 92-03/No. 07 : Processing of DIS 10918-1 (Revised) as IS

ISO/IEC JTC 1/SC 29 directs the convener of its working group 10 to submit to SC 29, at its planned November 1992 meeting, and for subsequent processing as an IS, DIS 10918-1 (Revised), as this latter document has been revised by an ad hoc editing committee of WG 10, based on the DOCR for DIS 10918-1.

Resolution 92-03/No. 08 : Processing of CD 10918-2 (Revised) as DIS

ISO/IEC JTC 1/SC 29 instructs its Secretariat to transmit to ITTF, for registration and further processing as a DIS, CD 10918-2 (Revised), when this latter document (as revised by an ad hoc editing committee of WG 10, according to the DOCR (SC 29 N 149) for CD 10918-2) is received from the WG 10 convener.

Resolution 92-03/No. 09 : Future Enhancements to JPEG Standard

ISO/IEC JTC 1/SC 29 urges its members to recognize that future enhancements to ISO/IEC IS 10918-1 and ISO/IEC IS 10918-2 can only be undertaken within SC 29/WG 10 if national bodies provide experts who are committed to carrying out its technical work. Therefore, unless national bodies send such experts willing to take technical leadership positions to the WG 10 meeting planned for Toronto in 1992 July, WG 10 may be required to abandon consideration of such enhancements.

Resolution 92-03/No. 10 : Editing of CD 11172

ISO/IEC JTC 1/SC 29 notes the comments made by the Japanese and U.K. National Bodies contained in SC 29 N 158 and resolves that CD 11172 shall be indicated as CD 11172-1. JTC 1/SC 29 mandates that the Convener of WG 11 replace the word "part" with "section" throughout the document.

Resolution 92-03/No. 11 : French Translation of CD 11172-1 (Rev. 2)

ISO/IEC JTC 1/SC 29, recognizing that English, French and Russian are official languages of ISO and IEC, gratefully accepts the offer of the French National Body to provide the French translation of the existing CD 11172-1 (Rev. 2) (now in English) for 6-month DIS-level letter ballot. In view of the need to achieve timely completion of the approval process, SC 29 instructs its Secretariat to forward the English and French version of CD 11172-1 (Rev. 2) to ITTF not later than 1992 June 15. If the French version of CD 11172-1 (Rev. 2) does not reach the SC 29 Secretariat by 1992 June 1, only the English version will be forwarded to ITTF by 1992 June 15.

Resolution 92-03/No 12 : French translation of CD 10918-2 (Revised) and CD 11544 (Revised)

ISO/IEC JTC 1/SC 29 takes note that some collaboration has been established with CCITT concerning the development of the French version of JPEG and JBIG standards which are now available at the CD stage.

ISO/IEC JTC 1/SC 29 understands the desire of the French National Body to ballot this CD in French and English versions. Even so, however, SC 29 resolves to ballot the English language version only in view of the potential for schedule delay of having two language versions having to be considered simultaneously by the WGs.

Resolution 92-03/No. 13 : Addition to CD 11172-1 (Rev. 2)

ISO/IEC JTC 1/SC 29 resolves that the following sentence be added at the end of the foreword of CD 11172-1 (Rev. 2): "The standard also allows the separate use of video and audio streams as independent entities".

Resolution 92-03/No. 14 : Conformance Testing of CD 11172-1 (Rev. 2)

ISO/IEC JTC 1/SC 29 directs its working group 11 to adhere to its schedule for the submission to SC 29 at its November 1992 Plenary of WD 11172-2 (Conformance Testing) in order to meet the IS 11172-1 schedule.

ISO/IEC JTC 1/SC 29 accepts the recommendation No. 2 of JTC 1/SC 29/WG 12 as contained in SC 29 N 151, and reorganizes project 1.29.06 in the following way :

Part 1 : Coded representation of multimedia and hypermedia information objects - Base notation.

Part 2 : Coded representation of multimedia and hypermedia information objects -Alternate notation,

ISO/IEC JTC 1/SC 29 instructs its Secretariat to process this action through JTC 1.

Resolution 92-03/No. 17 : Affirmation of Subgroup Rapporteurs

ISO/IEC JTC 1/SC 29 notes the contents of JTC 1/SC 29 Resolution 91-11/No. 22 which describes the subgroup organization of SC 29/WG 11, and affirms the appointment of the following persons as rapporteurs of WG 11's subgroups, subject to endorsement by their respective national bodies:

Resolution 92-03/No. 18 : Initiation of Collaborative Interchange with CCITT SGVIII Q9

ISO/IEC JTC 1/SC 29 encourages its WG 12 Convener to initiate collaborative interchange liaison with CCITT SGVIII/Q9, and to report on the progress of this collaboration at SC 29's next Plenary.

Resolution 92-03/No. 19 : SC 29 Comments on SC 18 NP

ISO/IEC JTC 1/SC 29 approves the position expressed in SC 29 N 156, N 163 and N 164 and prepared by SC 29/WG 12 concerning the NP on multimedia and hypermedia Model Framework. As a consequence, ISO/IEC JTC 1/SC 29 instructs its Secretariat to forward the documents SC 29 N 156, N 163 and N 164 to JTC 1 and JTC 1/SC 18 as representing the position of SC 29 with regard to this new work item.

Resolution 92-03/No. 20 : Guidance Concerning Requirements for SC Approval of WG Meeting Schedules

ISO/IEC JTC 1/SC 29 instructs its Secretariat to obtain guidance from the JTC 1 Secretariat concerning the degree to which the schedule for meetings of a SC's working groups (including both date and venue) are subject to review and approval by the parent SC.

Resolution 92-03/No. 21 : Call for Contributions Concerning the Project 1.29.08

ISO/IEC JTC 1/SC 29 notes the continued absence of documentation for Project 1.29.08 (Coded Representation of Audio Information), instructs its Secretariat to distribute to SC 29 Members copies of the original NP which was approved for this project, and requests its Members to consider the content of this NP and to make contributions containing their proposals concerning the future of this Project.

Resolution 92-03/No. 22 : Liaison from SC 29 to SC 18

ISO/IEC JTC 1/SC 29 instructs its Secretariat to advise JTC 1/SC 18 that Mr. Fritz Whittington (Texas Instruments, Inc.) (USA) is hereby named as SC 29's liaison to that group.

Resolution 92-03/No. 23 : Liaison from SC 29 to SC 24

ISO/IEC JTC 1/SC 29 instructs its Secretariat to advise JTC 1/SC 24 that Mr. Jim Williams (Hughes Aircraft Company) (USA) is hereby named as SC 29's liaison to that group.

Resolution 92-03/No. 24 : Liaison from SC 29 to ISO TC 130

ISO/IEC JTC 1/SC 29 directs the convener of WG 10 to recommend a liaison to TC 130 to replace the current liaison, Dr. Hiroshi Yasuda.

Resolution 92-03/No. 25 : WG 12 December 1992 Meeting

ISO/IEC JTC 1/SC 29 recognizes that the request of its WG 12 to hold an ad hoc meeting in Paris, France in December 1992 meets the requirements of the JTC 1 Directives and approves the addition of this meeting to the WG 12 schedule of meetings for 1992.

Resolution 92-03/No. 26 : National Body Activity Reports

ISO/IEC JTC 1/SC 29 requests its Members to submit prior to each SC 29 Plenary meeting, and for consideration at each such meeting, a National Body Activity Report possibly containing the information items contained in SC 29 N 162, as amended.

Resolution 92-03/No. 27 : JTC 1 Standards Project Definition

ISO/IEC JTC 1/SC 29 instructs its Secretariat to obtain guidance from the JTC 1 Secretariat concerning the criteria to be applied in determining what constitutes a distinct JTC 1 project.

Resolution 92-03/No. 28 : Guidance Concerning the Use of Electronic Mail

ISO/IEC JTC 1/SC 29 instructs its Secretariat to obtain guidance from the JTC 1 Secretariat concerning the use of electronic mail for intra-WG and intra-SC communication purposes.

Resolution 92-03/No. 29 : Timely Availability of Contributions to SC 29

ISO/IEC JTC 1/SC 29 notes the content of JTC 1 Directives (paragraph 3.5.4.2, last sentence) which states that, "National Bodies shall be reminded that contributions shall be received by the Secretariat two months before a meeting", and requests that its members consider this requirement in submitting their contributions to SC 29.

Resolution 92-03/No. 30 : Mailing Lists

ISO/IEC JTC 1/SC 29 instructs its Secretariat to obtain guidance from the JTC 1 Secretariat concerning the degree to which working groups may maintain mailing lists containing the names of persons who are not accredited working group participants, for the purpose of distributing to such persons various types of working group documentation, including (but not limited to) such document types as working documents, working drafts, committee drafts, and draft international standards.

Resolution 92-03/No. 32 : ISO/IEC Certificates

So as to enable ISO/IEC JTC 1/SC 29 to respond to the request contained in document SC 29 N 168, ISO/IEC JTC 1/SC 29 nominates Mr. Bernard Trocherie, Mr. Dara Hekimi and Mr. Joachim Friemelt as candidates for reception of a certificate signed by the Secretaries General of ISO and IEC for their contributions to international standardisation, IS 9281 and IS 9282.

Resolution 92-03/No 33 : Future enhancements to JBIG standard and potential NPs

ISO/IEC JTC 1/SC 29 urges its Members to participate in its WG 9 meeting in Toronto in July 1992 to discuss future enhancements to ISO/IEC IS 11544 and potential New Projects. This meeting will be held coincident with the WG 10 meeting and will probably include joint sessions to discuss common aspects of the futures of WG 9 and WG 10.

Resolution 92-03/No. 34 : Identification of Additional Standard Multimedia Components

ISO/IEC JTC 1/SC 29 appreciates the contribution of the Italian National Body which is contained in SC 29 N 155 and assigns this item to SC 29 WG 12 for further study, consideration and action, and a report to the 1992 November Plenary of ISO/IEC JTC 1/SC 29.

Resolution 92-03/No. 35 : Identification of Issues and Concerns

ISO/IEC JTC 1/SC 29 requests that its Members submit to the SC 29 Secretariat by 1992 June 30, a list of management issues and/or concerns which they respectively believe need to be addressed by SC 29.

Resolution 92-03/No 36 : Liaisons statement to CCITT SGXVIII

ISO/IEC JTC 1/SC 29 instructs its Secretariat to issue SC 29 N 160 as a liaison statement from SC 29 to CCITT SGXVIII.

Resolution 92-03/No. 37 : SC 29 Plenary meeting

ISO/IEC JTC 1/SC 29 instructs its Secretariat to allow four days for future SC 29 Plenary meetings, and to develop agendas for such meetings such that the drafting committee has an entire afternoon on the day prior to the close of the plenary meeting for drafting Resolutions, so that these Resolutions can be available for review by SC 29 meeting participants by 6:00 PM of the evening prior to the day of the closing session.

ISO/IEC JTC 1/SC 29 instructs its Secretariat to transmit to ITTF, for registration and further processing as a DIS, CD 11172-1 (Rev. 2), when this latter document (as put in final form by an ad-hoc group of WG 11 according to the DOCR (SC 29 N 146) and SC 29 Resolution 92-03/No. 10 above) is received from the WG 11 Secretariat.

ISO/IEC JTC 1/SC 29 resolves to replace Resolution 92-03/No. 31 with the following:
