Meeting Report
The 23rd ISO/IEC JTC 1/SC 29 Plenary Meeting
2010-07-31, Geneva, Switzerland

The 23rd ISO/IEC JTC 1/SC 29 Plenary meeting was held on Saturday, 2010-07-31, at International Telecommunication Union - ITU Headquarters. The Plenary meeting followed the WG 11 meeting, 2010-07-26/30 at CICG.
ITU-T hosted these meetings. Mr. Kohtaro Asai, the SC 29 Chairman, presided at the Plenary meeting.

1 Opening
The SC 29 Chairman opened the Plenary meeting at approximately 09:00 a.m. on 2010-07-31. On behalf of the host organization, Mr. Simao Ferraz de Campos Neto, TSB Secretary to ITU-T/Study Group 16, welcomed the participants.

2 Roll Call
A total of 15 participants representing P-members and Liaisons were in attendance (ref. attendance list: attachment 1).

3 Drafting Committee
The NBs of Japan, Switzerland, and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:

4 Agenda
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2). All the documents for the meeting were circulated in electronic format.

5 Previous Meeting Report
There were no comments received on the draft meeting report of the 22nd SC 29 Plenary meeting, 2009-04-27, Maui, Hawaii, USA. SC 29 approved it (ref. SC 29 N 10606).

6 Report and Review - JTC 1
The SC 29 Chairman reported on the recent JTC 1 activities affecting SC 29 mainly based on the Resolutions taken at the 24th JTC 1 Plenary meeting, 2009-10-18/22, Tel Aviv, Israel (ref. SC 29 N 10718, JTC 1 N 9856). The Chairman focused participants' attention on the following Resolutions:

Resolutions 1 & 2: Advisory Group to Provide Guidance on ISO and IEC patent databases to ITTF
Dr. Kate Grant as the Convener of the AG-PAT provided supplementary information on its current activities and action for AG members. They are requested to consult with their NBs to provide a prioritised list of improvements wanted for the patent database, so cost of devoting resources to do such improvements can be quantified.

Resolution 3: ITTF permission notices for use of schemas and similar technical resources specified in standards
Mr. Kohtaro Asai reported that based on this Resolution, the SC 29 Secretariat informed the JTC 1 Secretariat of the SC 29/WG 11's practices on Software Copyright Licencing Disclaimer informally.

Resolution 11: Reconstitution of the Study Group on Digital Content Management and Protection
Prof. Touradj Ebrahimi expressed his concerns on the Reconstitution of the SGDCMP. SC 29 will keep watching its activities.

Resolution 20: SC Input to Standing Document 2, Historical Background of JTC 1
Mr. Kohtaro Asai reported that he submitted the JTC 1 Secretariat a text for Historical Background of SC 29.

Resolution 32: Promotion of JTC 1 Standards
Mr. Kohtaro Asai reported that SC 29 submitted the JTC 1 Secretariat the promotion video clip on the MPEG 20th anniversary which was shown during the reception of SC 29/WG 1&11 Busan meeting, 2008-10-13/17. SC 29 noted that KATS (Korean Agency for Technology and Standards) has the copyright of the video but they kindly provided the video clip for JTC 1 promotion.

7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft Business Plan of SC 29 (ref. SC 29 N 11315). The SC 29 Chairman promised to provide the SC 29 AGM members with a revised draft Business Plan by 2010-08-31.

7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
The SC 29 Secretary pointed out the status of SC 29 P-members participation, and notified that the status would be submitted to the ISO/IEC ITTF.

7.3 WG 1
Prof. Touradj Ebrahimi, the representative of WG 1, reported on the activities of WG 1 based on the results of the following four meetings:

Prof. Touradj Ebrahimi reported mainly on Resolutions of the latest WG 1 meeting, Advanced Image Coding (AIC), and the activities of JPEG Innovations Ad Hoc group. He highlighted that WG 1 issued and disseminated several Call for Proposal on AIC. He also introduced the JPEG innovations workshop taking place on 2011-02-23 in Tokyo during the 54th WG 1 Tokyo meeting.

7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported on the activities of WG 11 based on the results of the following five meetings:

Dr. Leonardo Chiariglione reported mainly on several new activities such as MPEG-H, Option 1 Licensing Video Coding. Dr. Leonardo Chiariglione also mentioned new MPEG document handling system launching from the 94th WG 11 meeting.

7.5 Advisory Group on Management (AGM)
No report.

7.6 National Body Contribution
SC 29 reviewed the following contributions.

Facilities Fee
UK NB expressed its difficulties that due to recession in UK, the overall cost of attendance at meetings affects UKNB members. SC 29 resolved to request National Bodies who consider hosting WG meetings, to seek solutions that bear an as small as possible Facilities fees, and preferably solutions that do not involve any Facilities fee. In case Facilities fee may be required for hosting a meeting, National Bodies are invited to submit a budget estimate with itemized list of expenses to WGs sufficiently in advance so as to allow WGs to provide feedback.

Visibility of Calls for Proposals, Calls for Technology and Calls for Evidence
For the purpose of disseminating Calls as widely as possible, SC 29 instructs WG 1 to highlight in its Resolutions which Calls should be uploaded and shown on the SC 29 web site.

Attendance of SC 29 Plenary meeting
SC 29 reemphasized that all participants, not only SC 29 officers but also National Body delegates, should attend the full SC 29 Plenary meeting held annually.

8 Reports and Review on Liaison

8.1 Review of SC 29 Liaison Relationships
SC 29 reviewed its Liaisons (ref. List of L-Members). SC 29's decisions are in 8.2 - 8.4.

8.2 Establishment of Category C Liaison with OIPF
In accordance with the WG 11 recommendation, SC 29 approved the establishment of Category C Liaison between OIPF and WG 11.

8.3 Change of Category B to C Liaison with CIE
In accordance with SC 29/WG 1 recommendation, SC 29 approved the change of Category B to C Liaison between CIE and SC 29/WG 1.

8.4 Termination of Category C Liaison with DAVIC
Since DAVIC already terminated its activities, SC 29 approved the termination of Category C Liaison with DAVIC.

8.5 JTC 1 SWG on Accessibility
Dr. Kate Grant, the SC 29 Liaison representative to JTC 1 SWG on Accessibility, reported on the current activities in JTC 1 SWG on Accessibility. Published TRs are publicly available on the ISO web site. Her report has been circulated as SC 29 N 11418.

8.6 JTC 1/WG 7
Dr. Kate Grant reported on the current activities in JTC 1/WG 7 on Sensor networks. The report has been circulated as SC 29 N 11419.

8.7 IEC TC 100
Dr. Kate Grant, the SC 29 Liaison representative to IEC TC 100, reported on the current activities in IEC TC 100. The report has been circulated as SC 29 N 11420.

Dr. Kate Grant reported on the current activities in ISO SCIT. The report has been circulated as SC 29 N 11375. Concerning questions to SC 29/WGs in the last page of her report, Prof. Touradj Ebrahimi indicated a potential availability by WG 1 member to her question that JPEG innovations group can present at the next SCIT meeting. For the other questions to SC 29/WGs, Prof. Touradj Ebrahimi requested Dr. Kate Grant to provide information on specific projects and documents.

8.9 Liaison Representatives

9 SC 29 Programme of Work

9.1 Modifications to Current SC 29 Programme of Work
SC 29 examined its Programme of Work in detail, and approved the following modifications to it:

9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support is received from the NBs and Disposition of Comments reports dispose all comments accompanying negative votes:

9.3 Target Dates
SC 29 updated target dates for progression of the work items (Ref. SC 29 N 11501).

9.4 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 13 project editors.

9.5 Freely Available Standards
SC 29 decided to make the following IS (including their amendments, corrigenda, and the future revision) freely available on the ITTF web site for those who buy other parts of ISO/IEC 23005 standards. SC 29 instructed its Secretariat to forward the proposal to JTC 1.

9.6 Collaborative Projects with ITU-T
SC 29 approves Establishment of Joint Collaborative Team on Video Coding (JCT-VC) of WG 11 and ITU-T SG 16/Q.6.

9.7 ISO/IEC Certificate of Appreciation
SC 29 nominated 91 individuals as recipients of the ISO/IEC Certificates.

SC 29 approved the following meeting schedule:

12 Close of Meeting
SC 29 expressed sincere gratitude to a number of individuals who had contributed to SC 29's work, and ITU-T. The SC 29 Chairman closed the meeting.
