The 24th ISO/IEC JTC 1/SC 29 Plenary meeting was held on Saturday, 2011-07-23, at I3P, Incubatore di Imprese Innovative del Politecnico di Torino. The Plenary meeting followed the WG 11 meeting, 2011-07-18/22, at Politecnico di Torino. UNINFO hosted these meetings. Mr. Kohtaro Asai, the SC 29 Chairman, presided at the Plenary meeting.
The SC 29 Chairman opened the Plenary meeting at approximately 09:00 a.m. on 2011-07-23. On behalf of the host organization, Dr. Leonardo Chiariglione welcomed the participants.
2 Roll Call
A total of 15 participants representing P-members and Liaisons were in attendance (ref. attendance list: attachment 1).
3 Drafting Committee
The NBs of France, Switzerland, and US nominated members for the drafting committee. SC 29 appointed them and the SC 29 Secretariat as members:
SC 29 adopted the final draft agenda (ref. final agenda: attachment 2).
5 Previous Meeting Report
There were no comments received on the draft meeting report of the 23rd SC 29 Plenary meeting, 2010-07-31, Geneva, Switzerland. SC 29 approved it (ref. SC 29 N 11742).
6 Report and Review - JTC 1
Mr. Kohtaro Asai, the SC 29 Chairman, reported on the recent JTC 1 activities affecting SC 29 mainly based on the Resolutions taken at the 25th JTC 1 Plenary meeting, 2010-11-08/13, Belfast, UK (ref. SC 29 N 11708, JTC 1 N 10407). The Chairman focused participants' attention on the following Resolutions:
* Resolution 9: Reconstitution of the Study Group on Digital Content Management
It was noted that a joint meeting with SGDCMP had been held during the WG 11 meeting, 2011-01-24/28, Daegu, Korea.
Prof. Touradj Ebrahimi brought up JTC 1/SGDCMP N 042: "SGDCMP recommendations for 2011 JTC 1 plenary meeting", approved at the SGDCMP meeting, 2011-06-23/24, Wuhan, China. In the recommendation, it was stated that SG on DCMP is going to propose JTC 1 to establish a Working Group on Digital Preservation Interoperability. In view of the current activities of SC 29/WGs, SC 29 resolved to request JTC 1 to make SGDCMP to produce more evidence about the rationale and plans for such a potential Working Group.
* Resolution 28: Potential Technology Areas for JTC 1 Subcommittees
Mr. Kohtaro Asai reported that SC 29 submitted the JTC 1/SWG-Planning the reports on 3D Image Technology and Augmented Reality (SC 29 N 12182).
[Secretary's NOTE: Resolution 8 (Torino 2011), and WG 11 N 12096 "MPEG Vision, Position and Technologies for Augmented Reality", (updated doc: WG 11 N 12048 "MPEG contribution and plans for Augmented Reality standardization"), were additionally submitted to the JTC 1/SWG on Planning on 2011-08-05.]
* Res.50: SC 36 Template Regarding International Standards Committees Relevant to e-learning
Mr. Kohtaro Asai reported that he answered SC 36's questionnaire.
* JTC 1 Directive modifications affecting standards development process
Mr. Kohtaro Asai reported Recommendation 9 in SC 29 N 11947 (Recommendations, JTC 1 SWG-Directives meeting, 2011-02-16/18). He mentioned the recent JTC1's ballot result regarding the replacement text for "JA.1.1 Discussion during ballot period" of the JTC 1 Supplement. SC 29 noted WG 1's concerns expressed in "Resolution 43 of the WG 1 meeting, 2011-07-11/15, Berlin, Germany. SC 29 adopted Resolution 7 (Torino 2011) as per the discussion at this meeting.
* DIS ballot
In conjunction with the topic above, SC 29 discussed the transit from FCD to DIS ballot. The following concerns were expressed by participants.
- It is hard for some NBs to deal with DIS ballots in their countries since a vote is cast by NBs' non-technical mirror committees at JTC 1 level.
- The 5 month balloting period for DIS disadvantages both WGs by creating a delay of one meeting within the cycle.
- DIS 23001-6 (DASH) ballot did not pass DIS criteria and failed. If it had been FCD ballot, NBs who had casted negative votes could have changed their positions and the DIS could have been advanced to FDIS stage.
- There is a possibility of skipping FDIS ballot. However, NB techical review and comments are more important.
SC 29 adopted Resolution 6 (Torino 2011) as per the discussion at this meeting.
7 Reports and Review - SC 29
7.1 SC 29 Chairman
The SC 29 Chairman presented the draft Business Plan of SC 29 (ref. SC 29 N 12126). The SC 29 Chairman promised to provide the SC 29 AGM members with a revised draft Business Plan by 2011-08-31.
7.2 SC 29 Secretariat
In accordance with Resolution 4 taken at the 12th JTC 1 Plenary meeting, noting up-to-date Secretariat report information was available and accessible from the SC 29 Web site, no Secretariat report was submitted.
The SC 29 Secretary pointed out the status of SC 29 P-members participation, and notified that the status would be submitted to the ISO/IEC ITTF.
7.3 WG 1
Prof. Touradj Ebrahimi, the representative of WG 1, reported on the activities of WG 1 based on the results of the following four meetings:
Prof. Touradj Ebrahimi reported mainly on Resolutions of the latest WG 1 meeting, Advanced Image Coding (AIC), and the activities of WG 1 Organization Ad Hoc group.
7.4 WG 11
Dr. Leonardo Chiariglione, the WG 11 Convener, reported on the activities of WG 11 based on the results of the following four meetings:
7.5 SC 29/Maintenance Task Force on ISO/IEC 13522 Series
There was no report for this meeting.
7.6 Advisory Group on Management (AGM)
Prof. Touradj Ebrahimi gave an oral report and mentioned that UKNB's late comment was posted on the AGM reflector, but there were no UK representatives in attendance at the WG 11 meeting who were familiar with the contribution. It was noted that there is a plan to organize an online telephone conference in August or September and go through the points mentioned in UKNB's late input.
7.7 National Body Contribution
There was no NB contribution for this meeting.
8 Reports and Review on Liaison
8.1 Review of SC 29 Liaison Relationships
SC 29 reviewed its Liaisons (ref. List of L-Members). SC 29's decisions are in 8.2 - 8.6.
8.2 New Liaison
8.2.1 Establishment of Category C Liaison with AFPC
In accordance with the WG 1 recommendation, SC 29 approved the establishment of Category C Liaison between AFPC and WG 1. SC 29 appointed Arianne T. Hinds as its liaison representative to AFPC.
8.2.2 Establishment of Category C Liaison with OGC
In accordance with the WG 1 recommendation, SC 29 approved the establishment of Category C Liaison between OGC and WG 1. SC 29 appointed Didier Nicholson as its liaison representative to OGC.
8.2.3 Establishment of Category C Liaison with COST Action IC1003 (QUALINET)
In accordance with the WG 1 recommendation, SC 29 approved the establishment of Category C Liaison between COST Action IC1003 (QUALINET) and WG 1. SC 29 appointed Chaker Larabi as its liaison representative to QUALINET.
8.2.4 Establishment of Category C Liaison with IEEE Standards Working Group on 3D Quality Assessment
In accordance with the WG 11 recommendation, SC 29 approved the establishment of Category C Liaison between IEEE Standards Working Group on 3D Quality Assessment and WG 11. SC 29 appointed Anthony Vetro and Touradj Ebrahimi as its liaison representatives.
8.2.5 Establishment of Category C Liaison with HbbTV Consortium
In accordance with the WG 11 recommendation, SC 29 approved the establishment of Category C Liaison between HbbTV Consortium and WG 11.

9 SC 29 Programme of Work
9.1 Modifications to Current SC 29 Programme of Work
SC 29 examined its Programme of Work in detail, and approved the following modifications to it:
9.2 Progression of Work Items
SC 29 approved the progression of the following work items on condition that substantial support is received from the NBs and Disposition of Comments reports dispose all comments accompanying negative votes:
SC 29 updated target dates for progression of the work items (Ref. SC 29 N 12230).
9.3 Project Editors
SC 29 reviewed the list of SC 29 project editors. SC 29 newly appointed 20 project editors.
9.4 Collaborative Project with ITU-T
There was no item.
9.5 Systematic Review
SC 29 recommended the confirmation of the following ISs at its systematic review period in 2012 and 2013:

SC 29 appointed Dr. Leonardo Chiariglione as the WG 11 Convener for another term of office.

14 Close of Meeting
SC 29 expressed sincere gratitude to a number of individuals who had contributed to SC 29's work. The SC 29 Chairman closed the meeting.
