Resolution 95-11/No.1 Modifications to the Programme of Work

SC 29 approves the following modifications to the current SC 29 Programme of Work, and instructs its Secretariat to submit them to JTC 1 for endorsement:

SC 29 further approves a new revision of ISO/IEC 13818-3:1995 (first edition), and for the revision to start with Stage 2 (WD). SC 29 instructs its Secretariat to inform the ISO/IEC ITTF of this decision, and add an appropriate project to the SC 29 Programme of work.

SC 29 reminds its National Bodies that have changed their votes on DIS/DAM from disapproval to approval to inform the ISO/IEC ITTF of its change of position as soon as possible.

Resolution 95-11/No.3 Periodic Review of ISO/IEC 9282-2:1992

SC 29 requests its National Bodies to submit recommendations concerning confirmation or revision or withdrawal of ISO/IEC 9282-2:1992, Information technology -- Coded representation of computer graphic images -- Part 2: Incremental encoding point lists in a 7-bit or 8-bit environment, together with information on the status of the IS in their respective countries.

Unless the SC 29 Secretariat receives notification by 1995-12-31 of why this IS should not be withdrawn, SC 29 will recommend that the ISO/IEC ITTF withdraw ISO/IEC 9282-2:1992 at its periodic review period in 1997.

Resolution 95-11/No.4 JTC 1 NP on Coding of Man/Multimedia Service Interface Standardization

SC 29 encourages its WGs 1 and 11 to review the JTC 1 NP on Coding of Man/Multimedia Service Interface Standardization, the Summary of Voting on the NP, and WG 12's recommendation as in SC 29 N 0972 rev 2, N 1207 and N 1335 respectively, and submit comments regarding their interests in development of the NP to the SC 29 Secretariat by 1996-04-15.

If no WGs shows interest by that date proposed, SC 29 shall approve withdrawal of the NP, and instructs its Secretariat to inform JTC 1 of this action.

Resolution 95-11/No.5 Project JTC 1.29.11 (14494)

SC 29 encourages its WGs 11 and 12 to review the project JTC 1.29.11 (14494) Compression of up to 5-D images, and submit comments regarding their interests in the development of the project to the SC 29 Secretariat by 1996-04-15.

If any interests are raised, SC 29 will review the project assignment at its eighth plenary meeting, 1996-07-15/17, Tampere, Finland.

SC 29, noting endorsement of the National Body of Italy, appoints Dr. Leonardo Chiariglione as WG 11 Convener for the second three-year term of office.

Resolution 95-11/No.16 Change of Title and Terms of Reference for WG 11

SC 29 approves the change of title and terms of reference for WG 11 as follows:

[Title] Coding of Moving Pictures and Audio

[Terms of Reference] Development of international standards for compression, decompression, processing, and coded representation of moving pictures, audio, and their combination, in order to satisfy a wide variety of applications

Resolution 95-11/No.17 SC 29 Standing Documents (SDs)

SC 29 approves its Standing Documents (SDs) in SC 29 N 1370 - N 1374 and N 1376 - N 1380 as updated during this plenary meeting.

Further, SC 29 instructs the WGs 1 and 12 Conveners to provide the SC 29 Secretariat with modifications to the SD 07, Guidelines for Meeting Host, by 1995-11-31.

Moreover, SC 29 instructs its Secretariat to issue the updated SDs and maintain the SDs as appropriate.

Resolution 95-11/No.18 Draft Guidelines for SC 29 Implementation of IT

SC 29 instructs its AGM to prepare draft guidelines for SC 29 implementation of Information Technology (IT) based on JTC 1 revised guidelines.

SC 29 will review the draft guidelines at its eighth plenary meeting, 1996-07-15/17, Tampere, Finland.

Resolution 95-11/No.19 E-mail Addresses of SC 29 National Bodies

SC 29 requests its National Bodies who have such facilities to inform the SC 29 Secretariat of their E-mail addresses as soon as possible, but no later than 1995-12-01.

Resolution 95-11/No.20 SC 29 Electronic Voting

SC 29 strongly encourages its P-members to send SC 29 ballots and accompanying comments to the SC 29 Secretariat electronically (i.e. by E-mail or on Floppy Disk.) SC 29 advises that it is not necessary to return ballot forms provided by the SC 29 Secretariat as long as all relevant fields are covered in the ballot response.

SC 29 instructs its Secretariat to distribute electronic ballot forms of Microsoft Word for Windows version 6.0, RichTextFormat (RTF) and ASCII text formats.

Resolution 95-11/No.21 Editing Instructions for Project Editors

SC 29 reminds its Project Editors that from its beginning the draft of IS/TR/AMD/COR (i.e. WD) shall be in conformity with ISO/IEC Directives -- Part 3 Drafting and presentation of International Standards, and the draft of common text with ITU-T shall be in conformity with ISO/IEC JTC 1 Directives -- Annex K Guide for ITU-T and ISO/IEC JTC 1 Cooperation.

SC 29, noting that ISO is developing ISO templates for the draft of IS/TR/AMD/COR, instructs its Secretariat to provide its Project Editors with the templates when completed, and further instructs its Project Editors to submit to the SC 29 Secretariat electronic copies of texts for ballot or publication in the style of templates provided.

Resolution 95-11/No.22 Contribution to ISO/IEC JTAG 2 on SNHC

SC 29 approves the objectives of Synthetic/Natural Hybrid Coding (SNHC) and advance notice of call for proposals on media models as in SC 29 N 1445, and instructs its Secretariat to submit them to the ISO/IEC JTAG 2.

SC 29 approves the contribution to ISO/IEC JTAG 2 on International Standard Audiovisual Number (ISAN) as in SC 29 N 1437, and instructs its Secretariat to forward it to ISO/IEC JTAG 2.

Resolution 95-11/No.26 Proposed Cooperative Agreement between the Internet Society and SC 29

SC 29 approves the proposed cooperative agreement between the Internet Society and SC 29 as in SC 29 N 1367, and instructs its Secretariat and Dr. Tom Casey, liaison representative to the Internet Society, to take appropriate action for establishment of Category A liaison.

SC 29, according to WG 11's recommendation, accepts the EC's request for Category B liaison between with Directorate General (DG) XIII of EC and SC 29, and instructs its Secretariat to take appropriate action for establishment of liaison.

Resolution 95-11/No.29 Approval of Liaison Statements

SC 29 approves the following liaison statements, and instructs its Secretariat to forward them to the appropriate liaison organizations:

1	SC 29 N 1436:	to ITU-T SG 15 LBC group;
2	SC 29 N 1439:	to ITU-T SG 15 on MHEG and ITU-T Rec. H.324;
3	SC 29 N 1440:	to ETSI on development of the MHEG API;
4	SC 29 N 1441:	to ITU-T SG 8 on collaborative work.

Resolution 95-11/No.30 Meeting Style and Scheduling

SC 29 revokes its prior Resolution 95-03/No. 1, Meeting Style and Scheduling, and adopts the following practices for its plenary meeting schedules:

a) No less than once in every nine months
b) More than one month prior to JTC 1 plenary meeting
c) Co-located with any of SC 29/WG meeting when a) and b) and feasible
d) Co-located means two or three days in the same city starting nearest weekdays following.

SC 29 reminds its P-members that they have an obligation to attend SC 29 plenary meetings, and are subject to demotion to O-Membership for lack of active participation in accordance with subclause 3.1.3 of the JTC 1 Directives (Third edition, 1995), and described in SC 29 N 1449.

SC 29 reminds its WGs that WG meeting schedules shall avoid conflict of dates with any SC 29 plenary meetings
