Resolution 1 - JPEG LS 14495 ad-hoc group report

WG1 approves the report of the JPEG LS ad-hoc group (N472).

Resolution 2 - JPEG LS WD 14495 revised document

WG1 approves the revised WD 14495 draft (N473).

Resolution 3 - JPEG Multi-component ad-hoc group report

WG1 approves the report of the JPEG Multi-component ad-hoc group (N464).

Resolution 4 - JPEG 2000 ad-hoc group report

WG1 approves the reports of the JPEG 2000 ad-hoc group (N460 and JPEG 2000 algorithm test and submission package document N461). WG1 requests that the national bodies take on the review and preparation described in the aforementioned document in anticipation of a call for contributions at the Dijon meeting.

Resolution 5 - JPEG CD 10918-4 disposition of comments

WG1 approves the disposition of comments report (N449). WG1 requests the convener to forward these comments to the SC29 secretariat.

Resolution 6 - JPEG CD 10918-4 revised document

WG1 approves the revised CD 10918-4 draft (N450R). WG1 requests the convener to forward the document to the SC29 secretariat.

Resolution 7 - JPEG Web site

WG1 accepts the direction of the implementation of the JPEG web site presented by Richard Clark, the JPEG Webmaster (N474). WG1 thanks Mr. Clark for his efforts in this regard.

Resolution 8 - Web publication of SPIFF

WG1 authorizes that the SPIFF specification be published on the JPEG web site. It is WG1's understanding that the SPIFF specification has been authorized for public publication by the ITTF (N407).

Resolution 9 - FlashPix SPIFF Compliance

WG1 appreciates the presentation of the new FlashPix imaging format developed by the FlashPix Consortium including Hewlett-Packard, Kodak, Live Picture, and Microsoft. However, WG1 emphasizes the need for consideration of its work on formats, mainly the SPIFF specification. Most features of FlashPix are similar to these described in ISO/IEC 10918-3; in particular, the SPIFF header, tags, and tiling (including the JTIP concept). WG1, therefore, asks the FlashPix Consortium to try to make the next release of FlashPix SPIFF compliant.

Resolution 10 - Dissemination of the SPIFF specification to other SC's working on image file formats

WG1 considers that there is a need to further disseminate the SPIFF file format to other standards committees. In order to avoid definitions of file formats which are close to, but incompatible with SPIFF, WG1 therefore requests Dr. Scott Foshee to communicate the specification of SPIFF (ISO/IEC 10918-3 Annex F) to SC24/WG7, to express WG1's concern regarding the proliferation of file formats, and to propose an active discussion, possibly via Email.

Resolution 11 - Creation of proposed draft amendment to 10918-3 (SPIFF)

WG1 considers that the SPIFF specification should be extended to include new header parameter values for compression type and possibly colour space. This should reflect the necessary changes to ISO/IEC 10918-3 for the issuance of CD 10918-4.

Resolution 12 - Liaison to SC11 for definition of registration authority

WG1 approves the liaison statement for the definition of registration authority of ISO/IEC 11576 (N476).

Resolution 13 - JPEG-LS patent and fee issues

WG1 recognizes the generous offers of Hewlett-Packard to permit the royalty free and license fee free use of its patents for the baseline implementation of the future IS 14495 (JPEG-LS). In view of the past history of WG1 standards implementation, and potential competing patent free compression standards, royalty free and license fee free baseline ISO standards are considered extremely important for success in this area. WG1 repeats the call to all organizations holding patents required for implementation of the baseline specification of the future IS 14495 (JPEG-LS) to make them available free of royalties and licensing fees or other payments.

Resolution 14 - Liaison to WG11 MPEG for objects identification

In response to WG11 comments on document WG11/N1366 presented at their Chicago meeting, WG1 mandates that the WG1/WG11 liaison (Jean Barda, Claude Rollin, and Jean-Michel Borde) take all necessary dispositions to define and harmonize multimedia object identification based on ISO/IEC 10918-3 (SPIFF specification). The desire is to adopt a universal process for identification of all multimedia objects.

Resolution 15 - Liaison to WG11 MPEG-4 for still image compression

WG1 approves the liaison statement for the still image coding for MPEG-4 (N475). WG1 instructs the liaison to present this statement to WG11 at the Maceio WG11 meeting.

Resolution 16 - Harmonization for works identification within SC29

WG1 reports to WG11 the current progress of the work identification process and recommends the use of the "type of work" marker (COPYR_ID) and the definition of the Registration Authority profile. The WG1 documents WG1/N435R and WG1/N436R will be presented and detailed during the forthcoming WG11 meeting in Maceio by the WG1/WG11 liaison. Further, following the SC29 AGM Tampere meeting report, WG1 would like to point out the necessity of data handling, safe document distribution, and safe commerce on the World Wide Web.

Resolution 17 - On-line register for ISO/IEC 10918- 4

WG1 thanks AFNOR to facilitate the distribution of registration information by supporting a public WWW page linked to the official SC29 and JPEG web sites. This service could be improved later by adding facilities to open any SPIFF file and display the content of the tags.

Resolution 19 - Appreciation to Dr. Yasuda of NTT

WG1 wishes to thank Dr. Hiroshi Yasuda of NTT, Chairman of SC29, for presenting the Emmy Award at the WG1 meeting for the WG1 members to enjoy.

Resolution 20 - Appreciation to Mr. Roberto Castagno of EPFL

WG1 wishes to thank Mr. Roberto Castagno of EPFL for his presentation on the MPEG-4 committee's efforts on MSDL given at the WG1 Eibsee meeting in June, 1996.

Resolution 21 - Appreciation to the French National Body for the continuing active promotion of WG1 standards

WG1 wishes to acknowledge the fine work performed by the French National Body, especially Mr. Jean Barda and Mr. Claude Rollin, in the promotion of SC29/WG1 standards. WG1 appreciates the marketing efforts in promoting WG1 standards (e.g., SPIFF) in the by giving presentations, demos, and providing freeware SPIFF code. WG1 believes that such efforts are extremely valuable in order to achieve broad user acceptance of WG1 standards.

Resolution 22 - Appreciation to Gregory S. Yovanof of HP

WG1 wishes to thank Mr. Gregory S. Yovanof for his presentation on the FlashPix imagin format.

Resolution 23 - Appreciation to the contributors and chair of the JPEG-LS effort

WG1 wishes to acknowledge the fine work performed by the contributors to the JPEG-LS working draft, particularly the chair of the ad-hoc group, Dr. Nasir Memon, and its editor Mr. Richard Clark, and to Dr. Guillermo Sapiro, Dr. Joan Mitchell, and others for their efforts.

Resolution 24 - Appreciation to the contributors to the JPEG Multi-component effort

WG1 wishes to acknowledge the fine work performed by the contributors to the JPEG Multi-component effort, particularly the chair of the ad-hoc group, Mr. Bernie Brower.

Resolution 25 - Appreciation to the JPEG 2000 ad-hoc group

WG1 wishes to thank the contributors JPEG 2000 ad-hoc group, especially to the chair, Dr. Scott Foshee for his significant contribution.

Resolution 26 - Appreciation to the contributors to the CD 10918-4 effort

WG1 wishes to acknowledge the fine work performed by the contributors to the CD 10918-4 for responding to the comments of the national bodies. Especially to the editor, Mr. Ken Whitson for his work at the national body level, and Dr. Jim Kasner for his efforts as the acting editor at the WG1 meeting.

Resolution 27 - Appreciation to the Resolution drafting ad-hoc group

WG1 wishes to acknowledge the fine work of WG1 Palo Alto meeting Resolution drafting committee, Dr. Scott Foshee, Dr. Daniel Lee, Mr. Jean Barda, Mr. Ueno, and Mr. Martin Boliek, for their excellent work.

Resolution 28 - Appreciation for dinner host

WG1 wishes to thank Hewlett-Packard, Xerox, IBM, and RICOH California Research Center for hosting the fantastic social event on November 12, 1996.

Resolution 29 - Appreciation for meeting host

WG1 wishes to thank Dr. Daniel Lee and Ms. Gina Massey-Parnis of Hewlett-Packard for the excellent organization of this meeting. WG1 also wishes to thank ANSI for sponsorship of the WG1 meeting and Hewlett-Packard for the wonderful facilities, coffee breaks, and location of this meeting.


Resolutions of SG on JBIG at Palo Alto meeting

Resolution 1: JBIG2 WD (JTC 1.29.10)

WG1/JBIG resolves to work towards the completion of WD. The WD Committee members nominated are requested to provide the text before Jan. 31, 1997. The efforts will be accelerated via E-mail communication within the JBIG mailing list. WG1/JBIG targets the promotion schedule as appeared in the Eibsee Convergence Report WG1N394.

Resolution 2: Liaison Reply to ITU-T

WG1/JBIG appreciates the Liaison statements from ITU-T/SG8, and resolve to provide the following reply and a new Liaison.

WG1N478: Reply to WG1N431(CM63)
WG1N477: New Liaison on WG1N447(TD098Rev.)

Resolution 3: Licensing condition of JBIG-1

WG1/JBIG wishes Lucent Technologies keep the licensing condition of JBIG-related patents to be the same as what AT&T declared in SC29/WG1 N73, and would like to ask Convener of JTC 1/SC29/WG1 to issue a letter requesting Lucent Technologies to do so.

Resolution 4:Licensing condition on Adaptive Entropy Coder

WG1/JBIG requests that the patent holders of the adaptive entropy coders listed below make available royalty-free and license fee free decoders or royalty-free and license fee free encoders & decoders.

Resolution 5: Addition of new test image

WG1/JBIG resolves to add the generated half-toned test image as described in WG1N466 to be included in the JBIG-2 test image set.

Appreciation 1:

WG1/JBIG expresses its thanks and Appreciation to Eastman Kodak Company for providing the permission to use the JBIG test image set for standardization work and non-commercial purposes.

Appreciation 2:

WG1/JBIG expresses its thanks and Appreciation to the Technical University of Denmark for providing a generated half-toned test image described in WG1N466 to be included in the JBIG-2 test image set.

Appreciation 3:

WG1/JBIG expresses sincere thanks to Hewlett-Packard for being gracious hosts to the Palo Alto meeting. WG1/JBIG also appreciates the luxurious social events jointly sponsored by HP, IBM, Ricoh US, and Xerox.
