Resolution 1 - JBIG Resolutions
WG1 approves the resolutions of the JBIG group (N527, attached as Annex 1).
Resolution 2 - JBIG Meeting Report
WG1 approves the meeting report of the JBIG group (N527).
Resolution 3 - JPEG-LS JTC 1.29.12 (14495) ad-hoc group report
WG1 approves the report of the JPEG-LS ad-hoc group (N523).
Resolution 4 - JPEG-LS JTC 1.29.12 elevation of WD 14495 to Committee Draft
WG1 approves CD 14495 (N522) and requests that SC 29 elevates it to Committee Draft status and submit it for letter ballot.
Resolution 5 - JPEG-LS JTC 1.29.12 (14495) partition into parts 1 and 2
WG1 requests that SC29 to authorize the JPEG-LS standard, JTC 1.29.12 (14495), to be partitioned into two parts. Part 1 is the baseline and Part 2 is the extensions.
Resolution 6 - JPEG-LS JTC 1.29.12 (14495) intellectual property issues
WG1 wishes to thank all the companies involved with JPEG-LS baseline mode for their statements regarding Intellectual Property policies. It is the understanding of this group that all companies will offer, in a non-discriminating way, the appropriate Intellectual Property rights free of all royalty or license fees to all parties. WG1 appreciates this position and believes that it is essential for the success of the JPEG-LS standard.
Resolution 7 - JPEG Part IV (DIS 10918-4) ad-hoc group report
WG1 approves the report of JPEG Part IV (DIS 10918-4) ad-hoc group (N519). For the reasons stated in that report and N506, WG1 requests that SC29 authorizes WG1 to start a second DIS ballot, upon receipt of the results of the current DIS ballot, after the WG1 Sapporo meeting in Jul 97 or the WG1 Sydney meeting in Nov 97.
Resolution 8 - JPEG Part IV (DIS 10918-4) new editor
WG1 appoints Dr. Jim Kasner (USA) as the new editor for this activity replacing Mr. Ken Whitson (USA). WG1 offers its support and best wishes for Dr. Kasner in this effort.
Resolution 9 - Creation of a new JPEG Part IV (DIS 10918-4) ad-hoc group
WG1 appoints a new ad-hoc group, chaired by Dr. Jim Kasner (USA) and including Mr. S. Danny Rajan (USA), Mr. Jean Barda (France), Mr. Claude Rollin (France), Mr. Bernard Brower (USA), Mr. Aharon Gill (Israel), Mr. Valentine Szwarc (USA). This group is charged with editing the DIS 10918-4.
Resolution 10 - JPEG 2000 JTC 1.29.14 (15444) disposition of comments report for the approval of the new work item
WG1 approves the Disposition of Comments Report (DOCR) for JPEG 2000 NWI found in document N504 and issues a revised version of N390R.
Resolution 11 - JPEG 2000 JTC 1.29.14 (15444) Call for Contributions
WG1 approves and issues the Call for Contributions found in document N505. This is to be distributed openly to the public.
Resolution 12 - JPEG Multi-component JTC 1.29.09
WG1 approves the Multi-component ad-hoc group report (N525). WG1 approves the continuing efforts of this group until the WG1 Sapporo meeting, Jul 97.
Resolution 13 - Webmaster's report and submission of contributions
WG1 approves the WG1 Webmaster's report (N528). WG1 requests that its members submit contributions according to the instructions stated in the above report.
Resolution 14 - Request that WG11 stay with its charter for moving image compression
WG1 has noticed that (1)
WG11 is considering a static texture coding tool that is essentially
used for SNHC, and (2) the same tool is now part of the video
VM as a still image coding mode to be used for the purpose of
coding static objects.
WG1 requests that WG11 reconsiders the wording
of its standardized tools to prevent users from confusing the
purposes and the applications. WG1 requests that WG11 ensures
that its terms and references are within its mission.
WG1 also invites a WG11 expert to present this technology at the WG1 Sapporo
meeting, Jul 97.

Resolution 15 - Ad-hoc group for liaison to WG11 MPEG-7 group
WG1 approves the creation of an ad-hoc group, chaired by Mr. Jean Barda (France), as liaison with the WG11 MPEG-7 group.
Resolution 16 - WG1 liaison with WG12 for exploring JAVA and JPEG 2000
WG1 understand that WG12 anticipates an active and positive role in the development and standardization of the JAVA programming language. In view of the possibility that JAVA will have implications in the development of the JPEG-2000 coding standard, WG1 wishes to establish liaison with WG12 in this area to explore the possibility of a common approach to the use of JAVA within the respective working groups. Dr. Daniel Lee is appointed to this responsibility.
Resolution 17 - Liaison with the JTC1 body responsibility with Java programming language
WG1 understand that Sun Microsystems, Inc. has approached JTC1 with a view to standardizing the JAVA programming language. WG1 requests that SC29 establish a liaison on their behalf with the appropriate SCs and working groups when this project is allocated by JTC1. Dr. Daniel Lee is appointed to this responsibility.
Resolution 18 - Concern and urgency for publishing IS 10918-3
WG1 wishes to express its dissatisfaction with the 16 months delay so far in the publication of IS 10918-3 by either the ISO or the ITU. WG1 feels that this standard is essential for modern applications using image compression and that the delay of publication has affected the usefulness of this standard. It is extremely urgent that this long completed standard be published.
Resolution 19 - Establish liaison with WIPO for copyrights
WG1 requests a liaison with WIPO for registration of copyright intellectual property (as per N526). Mr. Claude Rollin (France) is requested to establish this liaison and report on WG1 activities and conversely.
Resolution 20 - Representative to WG11 MPEG-4 group
WG1 re-appoints Dr. Touradj Ebrahimi (Switzerland) as WG1's representative to the WG11 MPEG-4 group.
Resolution 21 - Meeting fee for WG1 meetings
WG1 enacts a fee of USD50 per attendee per meeting to fund the expenses of maintaining the WG1 web site. Mr. Richard Clark (UK), WG1 Webmaster, is appointed as the treasurer.

Resolution 23 - ISO certificates for JPEG Part 3 promotion
WG1 requests SC29 to ask ISO to issue ISO certificates to the French National Body members for their contributions to the promotion of JPEG Part 3 for the past 18 months and their continuing efforts, in particular, to Mr. Jean Barda, Mr. Claude Rollin, and Mr. Jean-Michel Borde representing AFNOR.
Resolution 24 - Appreciation of licensing efforts
WG1 very much appreciates the generous grants of royalty free and license fee free patent licenses required for our emerging standards.
Resolution 25 - Appreciation of experts who worked on licensing efforts
WG1 would like to express its appreciation and thanks to all members who have worked hard to enable the grants of royalty free and license fee free patent license, and would specifically wish to express its appreciation to Dr. Daniel Lee of Hewlett-Packard Company, Dr. Fumitaka Ono of Mitsubishi Electric Corporation and Dr. Ron Arps of IBM Corporation in their efforts in this context.

WG1 would like to express its thanks and appreciation through its Convener to Hewlett-Packard Company for their offer to grant royalty free and license fee free use of a number of their patents in connection with its emerging standards. WG1 would also very much appreciate if they would allow the granting of licenses by on-line process.

WG1 would like to express its thanks and appreciation through its Convenor to Mitsubishi Electric Corporation for their offer to grant royalty free and license fee free use of a number of their patents in connection with its emerging standards. Resolution 29 - Appreciation to the contributors and editor of the JPEG-LS effort
WG1 wishes to acknowledge the fine work performed by the contributors to the JPEG-LS working draft, particularly its co-editors Mr. Richard Clark (UK) and Dr. Marcelo Weinberger (USA); Dr. Gadiel Seroussi (USA) and Dr. Ahron Gill (Israel).
Resolution 30 - Appreciation to the contributors to the JPEG Part IV effort
WG1 wishes to acknowledge the fine work performed by the contributors to the JPEG Part IV effort, especially to the acting editor, Dr. Jim Kasner (USA), for responding to the comments of the national bodies.
Resolution 31 - Appreciation to the JPEG 2000 JTC 1.29.14 (15444) ad-hoc group
WG1 wishes to thank the contributors to the JPEG 2000 JTC 1.29.14 (15444) ad-hoc group, and especially to Dr. Scott Foshee (USA) for his significant contributions.
Resolution 32 - Appreciation to the JPEG Multi-component JTC 1.29.09 ad-hoc group
WG1 wishes to thank the contributors to the JPEG Multi-component JTC 1.29.09 ad-hoc group, and especially to Mr. Bernard Brower (USA) for his significant contributions.
Resolution 33 - Appreciation for the liaison with WG11 by Dr. Touradj Ebrahimi
WG1 wishes to thank Dr. Touradj Ebrahimi (Switzerland) for the liaison with WG11 found in document N501.
Resolution 34 - Appreciation to the resolution drafting ad-hoc group
WG1 wishes to acknowledge the fine work of the resolution drafting committee, Dr. Faouzi Kossentini (Canada), Dr. Daniel Lee (USA), Mr. Jean Barda (USA), Mr. Ikuro Ueno (Japan), and Mr. Martin Boliek (USA), for their excellent work.
Resolution 35 - Appreciation for social event host
WG1 wishes to thank AFNOR, Museums On Line, and its president, Mr. Gerard Bonnevay, for hosting the fantastic and entertaining social event on Thursday 20 March 1997.
Resolution 36 - Appreciation for meeting host
WG1 wishes to thank Mr. Jean-Michel Borde of AFNOR, Canon France S.A. for copying facilities, and the French delegation for the facilities and organization provided during this meeting. WG1 enjoyed Dijon very much.

Resolution 1: JBIG2 WD (WD14492)
WG1/JBIG resolves to work towards the further refinement of JBIG-2 WD. The WD Committee members nominated are requested to provide the text before July 15, 1997. The efforts will be accelerated via E-mail communication within the JBIG mailing list. WG1/JBIG targets the promotion schedule as appeared in the Dijon Convergence Report WG1N521.
Resolution 2: SG on JBIG meeting at Vancouver, in Aug., 1997
WG1/JBIG resolves to cancel the Sapporo meeting in July, 1997, and to hold a substitute meeting at Vancouver, Canada, starting Aug.11, 1997. WG1/JBIG appreciates the Canadian National Body for the offer of hosting.
Resolution 3: Free Licensing of Adaptive Entropy Coder
WG1/JBIG asks the WG1 Convenor to issue a letter to the patent holders of the adaptive entropy coders below, requesting that they make available royalty-free and flat-fee-free encoders and decoders..

Appreciation 1: Appreciation to Lucent Technologies
WG1/JBIG expresses its thanks and appreciation to Lucent Technologies keeping the licensing condition of JBIG-1 related patents to be the same as what AT&T declared in SC29/WG1 N73, as expressed verbally to the Convener of JTC 1/SC29/WG1.
Appreciation 2: Appreciation to IBM
WG1/JBIG expresses its thanks and appreciation to IBM for the generous offer of providing Q-Coder and Q-15 Coder as described in N494, as a candidate of JBIG-2 Adaptive Entropy Coder.

WG1/JBIG expresses sincere thanks to AFNOR and French delegation for being gracious host to the Dijon meeting. WG1/JBIG also appreciates the luxurious social event sponsored by "Museums on Line."
