  2. ITU-T Rec. 84|ISO/IEC 10918-3
    SC 29 expresses its serious concerns about the delay of the publication of common text with ITU-T, ITU-T Rec. T.84|ISO/IEC 10918-3, and requests Dr. Istvan Sebestyen to report on its current status to WG 1, the SC 29 Secretariat, and also to the ISO/IEC ITTF.
    SC 29 also requests that the final machine revisable version be copied to the SC 29 Secretariat and Mr. Richard Clark, the project editor responsible.

    Rationale: Rationale: The addition of the 4:2:2: profile to ISO/IEC 13818-2 requires additional tables and table entries in selected clauses of ISO/IEC 13818-1. This amendment provides the required specifications for those table and table entries.

    Rationale: The completion of ISO/IEC 13818-7 (AAC) requires the addition of specific table entries in ISO/IEC 13818-1 in order for the AAC bitstream to be recognized by decoders. The specifications contained in this amendment provide those entries.

    SC 29 empowers its WG 12 to investigate the following potential modifications to ISO/IEC 13522 as follow, providing that WG 12 receive SC 29 NBs' supports, and submit a scope, definition of the work, rationale of the subdivision and a time schedule for developing and completing this work to the SC 29 Secretariat for further processing.

  5. Further Modifications to ISO/IEC 14496-6
    SC 29 expresses its concern that the original development plans for ISO/IEC 14496-6 may have exceeded the bounds of the WG or the SC 29 charter. SC 29 recognises that the revised plan in SC 29 N 1996 is appropriate for a subdivision of the project, but that further extensions should be subject to the NP approval process.

  6. Reply to JTC 1 on Recommended Cancellation of the Project JTC 1.29.06
    SC 29 recommends JTC 1 not to cancel the following projects:

    SC 29 instructs its WG 12 Convener and its Secretariat to prepare SC 29's report on the validity of continuing ISO/IEC 13522, and instruct its Secretariat to submit it to JTC 1 in time for review at its eleventh meeting, 1997-09-09/12, Ottawa, Canada.

    SC 29 delegates its WG 11 Convener to prepare the JTC 1 NP acceptance criteria on "Multimedia content description interface", and instructs its Secretariat to submit it together with Disposition of Comments report on JTC 1 NP as in SC 29 N 1789 and the proposed project description on the JTC 1 NP as in SC 29 N 1892 to JTC 1 for approval of the NP.

  12. Nomination of SMPTE for RA of ISO/IEC 13818-1 Format Identifiers
    SC 29 endorses the nomination of the Society of Motion Picture and Television Engineers (SMPTE) as the Registration Authority (RA) for ISO/IEC 13818-1 Format Identifiers, and instructs its Secretariat to inform the endorsement to JTC 1/SWG-RA.

  13. Establishment of SC 29/AG of RA for ISO/IEC 13522-4
    SC 29 approves the establishment of SC 29/AG of RA for ISO/IEC 13522-4.

    SC 29 also instructs its WG 12 to nominate four members of the AG in time for review at its tenth plenary meeting, 1997-11-17/19, Sydney, Australia.

  14. PAS Submitter
    SC 29 identifies Sun Microsystems as a potential PAS submitter of its JAVA technologies which could make valuable contributions to SC 29's work, and wishes to work closely with them during submission of their specifications for transposition into ISO/IEC standards.

  16. PAS Procedures
    SC 29 requests JTC 1 to consider revision of the PAS procedures in line with the recently modified DIS procedure, to ensure there is opportunity for comments and revisions.

  17. Modified ISO/IEC DIS Procedure
    SC 29 expresses concern with the modified ISO/IEC DIS procedures as provided in JTC 1 N 4523. Further, SC 29 views the new procedures as creating publication and deployment delays in an industry which demands timeliness. SC 29 requests that JTC 1 continue to review and revise, as needed, the standardization process. This should be done utilizing direct input from WGs via SCs to ensure that accuracy and timeliness in support of its industry customers is preserved.

  18. Freely Available Access to WDs and CDs
    SC 29, in regard to ISO Council Resolution 21/1997 on Freely Available Access to WDs and CDs (SC 29 N 1972, JTC 1 N 4562), requests JTC 1 to recommend to ISO and IEC to extend the trial period for freely available access to WDs and CDs for an indefinite period.

    SC 29 requests all WGs to make available WDs and CDs on their Web sites for publicly available access for review purposes.

  19. JTC 1/SWG-GII
    SC 29 appoints Dr. Thomas Casey as the SC 29 representative to JTC 1/SWG-GII. In the event that he can not attend any meetings of the SWG-GII, SC 29 empowers its AGM to appoint its representatives.

  20. JTC 1/SWG-Conformity Assessment (CA)
    SC 29 approves its action plans and information on implementation of JTC 1 policy on CA and JTC 1 policy on interoperability as in SC 29 N 1999, and instructs its Secretariat to submit it to JTC 1/SWG-CA as appropriate.

  21. JTC 1/Strategic Planning (SP)
    SC 29 suggests that JTC 1 might be better served in regard to Strategic Planning if it were to establish a Strategic Planning function comprised of the highest levels of corporate planners from National Bodies. This would bring both a long range view (5 years) and a business oriented focus to JTC 1's Strategic Plan for standards development. A suitable size for this planning committee might be 3 continuing members and 5-7 invited strategic corporate planners preparing for an annual update of the Strategic Plan.

  22. JTC 1 Strategy for Implementing Information Technology (IT)
    SC 29 authorizes its AGM to submit SC 29's comments on JTC 1 policies on electronic document distribution and Web server to the JTC 1 Ad Hoc Group on JTC 1 Strategy for Implementing IT, in consultation with SC 29 and its WGs' Webmasters.

  23. SC 29 Representatives to JTC 1 Ad Hoc Group on JTC 1 Strategy for Implementing IT
    SC 29 appoints Mr. Fritz Whittington, Mr. Peter P. Schirling and Ms. Narumi Hirose as SC 29 representatives at the meeting of JTC 1 Ad Hoc Group on JTC 1 Strategy for Implementing IT, 1997-06-23/26, Copenhagen, Denmark.

  24. Change of SC 29/AGM's Terms of Reference
    SC 29 approves the change of AGM's terms of reference as follows:

    "The Advisory Group on Management (AGM) has the responsibility to advise SC 29 and its WGs on matters of management that affect the work of the SC and its WGs. With respect to the conduct of business of the SC and its WGs, the AGM will study issues of management, compile information, identify problem areas, and make recommendations to the Chairman, Secretariat and WG Convenors of SC 29.

    The World Wide Web site of SC 29 provides the basic framework for advice and support on management issues. The contents are to be maintained by the SC 29 Secretariat. However the AGM will, in coordination with the SC 29 Secretariat, monitor the contents. Proposed changes to, and creation of new contents will be reviewed by the AGM, in order to advise SC 29 for action to be taken at their Plenary meetings.

    The primary concern of the AGM is to address management issues of concern to the WGs, and to support the efficient and timely development of standards within SC 29."

  25. Actions for SC 29/AGM Proactive Standardization Work
    SC 29 requests its AGM Convener to work with Dr. Ahron Gill, Israel, to develop the procedures and requirements for industry participation in a seminar or a series of seminars to identify underlying factors that may contribute to future standardization work that might be undertaken by its WGs.

    SC 29 approves the contents of SC 29 Web and FTP sites, and instructs its Secretariat to maintain them as appropriate.

    SC 29 instructs its AGM, in consultation with SC 29 and its WGs Webmasters, to submit draft SC 29 Policy of implementation of IT to SC 29 for review at its tenth plenary meeting, 1997-11-17/19, Sydney, Australia.

  28. ISO/IEC JTAG 2 Technology Matrix
    SC 29 instructs its Secretariat to submit appropriate information on SC 29 projects for update of the ISO/IEC JTAG 2 Technology Matrix Parts 1 and 2 to the JTAG 2 Secretariat as appropriate.

    SC 29 also instructs its Secretariat, in consultation with its WG Conveners to provide the list of available documents relevant to work in multimedia standardization as requested in Resolution 158-97 taken at the ninth ISO/IEC JTAG 2 Meeting, 1997-03-12/13, Washington, D.C., US.

  29. CIE Second Expert Symposium on Colour Standards for Imaging Technology '97
    SC 29 nominates Dr. Daniel Lee as JTC 1's representative to the CIE Second Expert Symposium on Colour Standards for Imaging Technology '97, 1997-11-20/21, Scottsdale (AZ), US.

  30. Liaison with IEC TC 100
    SC 29 notes with concern the recently approved project on "Colour Measurement and Management in Multimedia Systems and Equipment" in IEC TC 100, Audio, Video and Multimedia Systems and Equipment. Based on the broad description of the referenced project, there appears to be a strong likelihood for overlapping or conflicting standards between IEC TC 100 and SC 29 and other SCs. SC 29 urges JTC 1 to consult with IEC and other organizations involved in Multimedia standardization (ITU, ETSI, etc.) to develop a strategic plan for collaboration, distribution of work and integration of standards for Multimedia Systems.

    SC 29 also appoints Mr. Michael Nier as SC 29 representative to the meetings of IEC TC 100 and its SC 100A, SC 100B, SC 100C and SC 100D, 1997-09-08/12, Makuhari, Japan.

  31. Liaison with ITU-T SG 8
    SC 29 approves the liaison statement to ITU-T SG 8 requesting change of collaboration mode from "Collaborative Interchange" to "Collaborative Team", and instructs its Secretariat to forward the liaison statement as in SC 29 N 1997 to SG 8.

    SC 29 approves to making an agreement of "Collaborative Interchange" with ITU-T SG 16, and instructs its Secretariat to take appropriate action.

  33. Liaison with European Telecommunication Standards Institute (ETSI)
    SC 29 instructs its Secretariat to forward a liaison letter to ETSI Multimedia Terminal and Application (MTA) thanking them for their work on development of Application Programming Interfaces (API) for ISO/IEC 13522-5, and requesting their collaboration to develop a suite of test objects that will support a new part of ISO/IEC 13522 relating to Interoperability and Conformance Testing.

    SC 29 approves the establishment of a liaison with ISO/IEC JTC 1/SC 22 in the area of JAVA script language, and instructs its Secretariat to take appropriate action.

  37. DICOM's Access to WG 1 Web Site
    SC 29 acknowledges the informal approach from the DICOM community for access to its WG 1 Web site. To encourage the establishment of a future liaison, SC 29 approves to allow access, until the tenth SC 29 plenary meeting, 1997-11-17/19, Sydney, Australia, to the WG 1 Web sites to the DICOM Community, and hopes it will lead to such a liaison.
