RESOLUTIONS OF 11TH WG1 JPEG MEETING, SAPPORO, JAPAN

Resolution 1 - JPEG-LS JTC 1.29.12 (14495) ad-hoc group report

WG1 approves the report of the JPEG-LS ad-hoc group (N 579).

Resolution 2 - Disposition of Comments

WG1 approves N 578 as the disposition of CD comments on CD 14495 JPEG-LS.

Resolution 3 - FCD Recommendation

WG1 approves JPEG-LS, document N 575 as a Final CD and recommends that SC29 approve it as a Final CD and forward to JTC1 submission as a letter ballot, pending correction of minor changes coordinated by the ad hoc group chairman, Dr. Marcelo Weinberger (USA) by 16 July 1997.

Resolution 4 - Delegation of Authority for DOCR

WG1 delegates authority to the JPEG-LS ad hoc group, chaired by Dr. Marcelo Weinberger (USA) to process the results of the FCD ballot, generate, and approve the DOCR and forward a recommendation to SC29 to approve the DOCR and forward the results to JTC1.

Resolution 5 - Relationship to W3C

WG1 authorizes and encourages Mr. Richard Clark (UK) and Dr. Marcelo Weinberger (USA) to contact the W3C on behalf of WG1 concerning the relationship between JPEG-LS and PNG.

Resolution 6 - Approval of the ad hoc group report

WG1 approves the report of the JPEG Part 4 ad hoc group in N 581.

Resolution 7 - Disposition of Comments

WG1 approves N 582 as the disposition of FCD comments on DIS 10918-4, JPEG Part 4.

Resolution 8 - Second FCD Recommendation

WG1 approves JPEG-Part 4, document N 570 as a second FCD and recommends that SC29 approve it as a second FCD and submit it for a letter ballot.

Resolution 9 - Part Four Amendment

WG1 supports the concept of the Draft Amendment to support VERS and Compression Type Fields noted in N 576. WG1 delegates authority to create the Proposed Draft Amendment (PDAM) to 10918-3, JPEG Part 3, and WD of this amendment to the JPEG Part 4 ad hoc between now and the Sydney meeting.

Resolution 10 - Approval of Registration Authorities

WG1 supports the continued prototyping efforts of the French National Body in the area of SPIFF registration. WG1 requests that a draft version of the registration scheme be circulated to National Bodies participating in WG1 for comment a minimum of 60 days prior to the next WG1 meeting in Sydney.

Resolution 11 - Approval of the ad hoc group report

WG1 approves the report of the JPEG Multicomponent ad hoc group in N 583.

Resolution 12 - WD approval

WG1 approves JPEG Multicomponent, document N 558 as a working draft.

JPEG 2000, JTC1.29.14 (15444)

Resolution 13 - Approval of the JPEG 2000 ad hoc group report

WG1 approves the report of the JPEG 2000 ad hoc group in N 571.

Resolution 14 - Approval of the Sydney test plan

WG1 approves the test plan for JPEG 2000 algorithm submissions, document in N 557.

Resolution 15 - Approval of the post Sydney test framework for JPEG 2000

WG1 approves the integrated test framework for JPEG 2000, document in N 572.

Resolution 16 - Approval of JPEG 2000 architectural requirements and objectives, Version 1.0

WG1 approves Version 1.0 of the architectural requirements and objectives for JPEG 2000, document N 573.

Resolution 17 - Development of JPEG 2000 architectural requirements and objectives, Version 1.1

WG1 authorizes the JPEG 2000 ad hoc group to develop revision 1.1 of the JPEG 2000 architectural requirements and objectives document by Sydney.

Resolution 18 - Approval of JPEG 2000 supplemental Call for contribution questions

WG1 approves supplemental questions to the Call for Contributions to JPEG 2000 (N505) that are contained in document N 574. The desire of WG1 to have a response to these questions shall be conveyed to all known potential JPEG 2000 contributors, but a response will not be required as part of the September 30 submission nor absence of a response be considered negative in the Sydney evaluations.

Resolution 19 - Motion JPEG FAQ

WG1 delegates authority to an ad hoc group, chaired by Mr. Richard Clark (UK), to create a FAQ on "Motion JPEG."

LIAISONS

Resolution 20 - Nomination of Liaison to SC24

WG1 nominates Dr. Scott Foshee (USA) to SC29 as SC29 Liaison to SC24 and its subgroups.

Resolution 21 - Nomination of Liaison to JTAG2

WG1 nominates Dr. Scott Foshee (USA) to SC29 as an additional SC29 Liaison to JTAG2 with special interest in WG1 related activities.

Resolution 22 - Nomination of Liaison to WIPO

WG1 re-nominates Mr. Claude Rollin (France) as SC29 Liaison to WIPO.

Resolution 23 - Establishment of an SC29 Liaison with NATO Air Group 4

WG1 recommends that SC29 establish a Category C liaison with NATO Air group 4. This liaison is necessary due to NATO's use of SC29 standards within their standards development and profiling activities. The basis for this liaison is described in N 567. WG1 nominates Mr. Danny Rajan (USA) as liaison.

ADMINISTRATION AND OTHER BUSINESS

Resolution 24 - Naming of authors

WG1 recommends and provides guidance to its editors and authors to mention the name(s) of author(s) and all references (editor, title of the Newspaper or book, etc.) to previous contributions where possible. This request is in accordance with international convention as described in N 551 by Mr. Claude Rollin (France).

Resolution 25 - Study Ad Hoc on IPR Protection

WG1 approves the formation of an ad hoc group, chaired by Mr. Jean Barda (France), to study the issue of still imagery content protection. This group will provide a report at the Sydney meeting recommending future action, potentially including a NP and a Working Draft.

Resolution 26 - IPR Protection ad hoc liaison with MPEG

WG1 requests that Mr. Claude Rollin (France) liaise with MPEG concerning the activities of the IPR ad hoc group.

Resolution 27 -Offer of Honorary membership to Mr. Tom Lane

WG1 authorizes Mr. Bernie Brower (USA) to invite Mr. Tom Lane to become an Honorary membership in WG1.

Resolution 30 - Appreciation for the participation of MPEG experts

WG1 wishes to thank those experts from the MPEG development effort for their participation in our meeting.

Resolution 43 - Appreciation for CISAC liaison efforts

WG1 wishes to thank Mr. Claude Rollin (France) for the liaison with CISAC and his report N 550.

Resolution 44 - Appreciation for MPEG liaison efforts

WG1 wishes to thank all those members of WG1and WG11 promoting joint and coordinated efforts between the two committees. It especially wishes to thank the efforts of Dr. Touradj Ebrahimi (Switzerland) in this area.

Resolution 45 - Appreciation to independent JPEG group

WG1 wishes to thank the Independent JPEG Group in general, and Mr. Tom Lane and Mr. Andy Finkenstadt in particular, for their activity promoting use of JPEG and collaboration on web information. WG1 approves Mr. Richard Clark (UK) to communicate this to them.

Resolution 46 - Appreciation to the resolution drafting ad-hoc group

WG1 wishes to acknowledge the fine work of the resolution drafting committee, Dr. Scott Foshee (USA, chair), Dr. Touradj Ebrahimi (Switzerland), Dr. Mike Gormish (USA), Mr. Jean Barda (France), Dr. Ikuro Ueno (Japan) for their excellent work.

Resolution 47 - Appreciation for the meeting host

WG1 wishes to thank Dr. Fumitaka Ono (JBIG Rapporteur), the Japanese National Body, and the Information Processing Society of Japan/Information Technology Standards Commission of Japan (IPSJ/ITSCJ) for an excellent arrangement and organization for this meeting. Resolution 49 - Appreciation for the staff of the Sapporo Guest House
