WG1 authorizes an ad hoc group headed by Mr. Ikuro Ueno (Japan) to prepare the next version of WD of JPEG-LS Part 2 before the next meeting of WG1.
WG1 approves the report of the JPEG 2000 Core Experiments ad hoc group in WG1 N1250.
WG1 approves the Core Experiments recommendations for core experiments contained in WG1 N1252.
WG1 approves the Core Experiment recommendations for updating the VM to VM 4.0 contained in WG1 N1251.
WG1 approves the report of the JPEG 2000 verification model ad hoc group in N1264.
WG1 approves the report of the JPEG 2000 Architecture subgroup group in N1268.
WG1 approves the DOCR to NB comments on the requirements document, contained in N1269, N1270.
WG1 approves the revision of the JPEG 2000 requirements document version 5.0, contained in N1271.
WG1 approves the DOCR to JPEG2000 WD 1.0 contained in WG1 N1238R.
WG1 approves the report of the JPEG 2000 Integration subgroup in WG1 N1262.
WG1 requires all participants within all National Bodies to disclose and identify any and all patent rights and the specific technologies within the Verification Model to which they apply. Further, WG1 requires this disclosure and identification at the time of submission of technology for VM consideration if submitted by the patent holder or no later than one meeting after submission of technology if the technology is not submitted by the patent holder. This request is in accordance with ISO/IEC directives Part II, Annex A, Section A.2.a.
The relevant ISO/IEC directives are contained in the integration subgroup report, WG1 N1262.
WG1 resolves to adopt MQ-coder as a unified arithmetic coder into VM4.0 of JPEG2000, and requests all IPR holders of MQ-coder other than IBM to provide concrete terms and conditions of their IPR position with regard to JPEG2000 technology submission before the 17th WG1 Meeting.
WG1 recognizes that the result of JBIG2 CD voting was affirmative, and requests SC29 to delegate WG1 the authority to start the FCD voting with DOCR and FCD text to be issued and approved in next July WG1 meeting.
WG1 acknowledges the proposal of the SPEAR Management to evaluate the operational conditions of the extension of Jura (JPEG Utility Registration Authority) to accommodate the needs of JPEG2000. WG1 expects to receive at the Vancouver meeting report from SPEAR as proposed in document WG1N1276.
WG1 acknowledges the JJ2000 proposal from documents WG1N1226, and WG1N1227. WG1 will provide to JJ2000 access of software submissions from the VM AHG, so that an independent Java implementation of JPEG2000 can be performed by JJ2000, from the VM and WD text, and with the help of the information provided in the software submissions.
WG1 re-affirms its support for the SC29 IPR policy as approved in the Resolution 14 of the 11th SC29 Plenary meeting, 1998-07-13/15 Berlin Germany.
Specifically, SC 29 affirms the ISO policy of only considering technology that is free of "IP rights" or which is available on a royalty and license fee free basis or which is available under reasonable terms and conditions on a non-discriminatory basis.
In particular, SC 29 suggests to its WGs to implement, whenever possible, license-free "patent policy" as practiced by SC 29/WG 1.
Additionally, SC 29 encourages disclosure of the terms under which these "IP rights" will be made available for conforming implementations of ISO/IEC standards after final publication.
Further, SC 29 requires software and technology be available to all members of SC 29/WGs on a non-revocable, royalty and license fee free basis only for the purpose of standards development and until publication of the standard. This policy requires disclosure by any members of a WG having "IP rights" on each technology submitted for inclusion in the standard without regard to who makes the recommendations for inclusion. SC 29 requires this disclosure and agreement with this policy for future technology submissions prior to or at the time that the technology is recommended for inclusion in a standard."
WG1 approves the report submitted by WG1 Webmaster N1231.
