3.1.4 that NBs comment on the desirability of extending the unique material identifier (which will be defined in 14496-1 Amendment 1), to the entire SMPTE metadata dictionary (version 1.01). Mike Vetter will request SMPTE an early draft of the dictionary and upload it to the MPEG FTP site;

3.1.5 that work be progressed urgently on Fine Grain Scalability, considering that the functionality it provides is urgently needed for many applications

3.1.6 that NBs, when they cast their ballot on the Visual CD of MPEG-4 Version 2 (14496-2 PDAM 1), take into account:

3.1.7 That the tests referred to in the previous resolution, if they prove successful, be considered as Verification Tests, implying that no further verification testing is necessary for the profile under test

3.1.8 That companies inform MPEG about which Profiles they want to use in implementations of the MPEG-4 Standard

3.1.9 that work on utilizing MPEG-4 in the Studio be progressed, as requirements and application environments have been well established. The Requirements Group asks companies, that were not involved so far but have an interest in this work to state their support, take part in the work, and to help refining the requirements and defining the necessary profiles;

3.1.10 That uncoded content be supported in MPEG-4, notably in the File Format, by defining the appropriate object types in MPEG-4 Version 2;

3.1.11 That proponents of the Main+ profile contribute a better name

3.1.12 that NBs comment on the desirability of standardising an MPEG-7 description of user preferences pertaining to audiovisual content, noting that some objections have been raised, one of them being of an ethical nature;

3.3.2 The editors of the Systems part of MPEG-4 Version 1 Part 5 will release the FDIS by the July meeting. The document will be sent to the Part 5 editor and will be uploaded on the MPEG ftp site by 01/07.

3.3.3 To solicit contributions on OD Profiles, Scene Description Profiles, and Graphics profiles and levels. A template for the definition of such profiles is provided in the "Template for Systems Profiles and Levels Definition" document N2590 output in Roma.

3.3.4 The following rules have been adopted for the adoption of technology in the MPEG-4 Systems version 2 standard:

3.3.5 To approve the Systems part of Version 1 Study of CD Conformance N2721.

3.3.6 To approve the Systems part of Version 2 WD Conformance N2722.

3.3.7 To ask for NB comments about the opportunity to get the VRML'97 specification and the MPEG-4 specification aligned. This project would require at a minimum the support from MPEG to the W3D for the production of an amendment to VRML'97. This project could be extended to the merging and re-editing of the two specifications at the time MPEG-4 Version 2 is released. This last project requires editorial support from NBs.

3.3.8 The discussion with representative from Sun Microsystems Inc. has been recorded (N2744). Some MPEG members expressed concerns about the degree of openness of the conformance testing procedure regarding Sun Java packages that are referenced to by MPEG-J. These concerns have been partly addressed by a commitment from Sun Microsystems Inc. to make the conformance testing procedure document available in one month's time to MPEG.

3.3.9 The Chroma Key node has been included in the MPEG-4 Systems Version 2 specification (N2739). This node requires expansion of the Systems profile table "BIFS nodes for visual objects". Contributions from NB to expand such table are kindly requested.

3.3.10 To bring to the attention of the MPEG community the creation by NIST of an MPEG Systems repository for Im1 executables and bitstreams: Error! Bookmark not defined.. This site will be protected with the MPEG password (N2742).

3.3.11 That the PDAM-1 to 14496-1 (MPEG-4 Version 2) will be released the 2nd of April to accommodate final text editing (N2739).

3.3.12 That the MPEG-4 Version 2 VM document will be released within 14 days after the Seoul meeting to accommodate final text editing (N2741).

3.3.13 That the PDAM-7 to 13818-1 (MPEG-4 on MPEG-2) will be released by the 2nd of April to accommodate final text editing (N2664).

3.6.4 Urge companies to submit input contributions to the Vancouver meeting with specific proposals for Version 2 profiles in Body Animation and 3D Model Coding motivated by deployment plans, after review of the conformance framework for SNHC V2 (N2721).

3.6.5 Allow an editing period through April 2, 1999, for the Visual CD before its release.

3.6.6 Provide the IM1 team the closest possible support to insure that the functionalities of Still Texture in 3D, Body Animation, and 3D Model Coding with test data sets are completed by the Vancouver meeting in accordance with personnel and schedule commitments made in Seoul.

3.6.7 Provide vigorous discussion on applications and industry needs connected with possible Version 3 capabilities proposed in SNHC (Error! Bookmark not defined., and solicit industry input contributions to the Vancouver meeting about worthy directions for 3D mesh animation and hierarchical 3D mesh coding with subdivision surfaces.

3.8.5 To provide application-oriented parameter settings for Audio BIFS nodes so as to define meaningful levels and profiles.

3.8.6 To continue assessing different implementations of the IPMP interface and of IPMP non-normative applications, according to document N2520 "IPMP Implementation Studies".

3.9 The Liaison group recommends

3.10.1 Recommends approval of the new version of the "Guide for WG 11 meeting hosts" (N2651).

3.10.2 Thanks the French NB for offering to host an MPEG meeting in October 2000, tentatively scheduled for the 16-20th.

3.10.3 Recommends approval of the meeting plan including

3.10.4 Requests National Bodies to offer venues for meetings in July and December 2000 and beyond.

3.10.5 Advises MPEG members who assumed personal losses in reserving a room at the Eilat meeting as a result of the cancellation of that meeting that they may contact Preferred Inc. (julie@preferredmeetings.com) directly for reimbursement. The surplus funds remaining after any such reimbursements will be used to offset the larger than expected cost of the 47th MPEG meeting in Seoul, KR.

3.10.6 thanks the Japanese HoD for his report that the Emmy Statue has been transferred to the Joint ISO/IEC Information Centre in Geneva at the end of January 1999.

3.10.7 Acknowledging JTC 1's response to resolution 27 of the 11th SC 29 Plenary the HoD group is pleased to provide additional ideas for business models that could satisfy National Body requirements as well as make specifications available to the public on a timely basis. WG11 N2709 will be provided to SC 29 at its 12th plenary for immediate forwarding to JTC 1.

8 WG11 welcomes the communication that parts 1, 2, 3 and 6 of MPEG-4 version 1 have been submitted to ITTF for FDIS Ballot. The editors and all those who have reviewed the final texts are thanked for their efforts.

9 WG11 will promote MPEG-4 version 1 part 5 to FDIS level at the July meeting. While WG11 regrets to be forced to announce this further delay caused by the need to provide a high quality reference software, it is confident that the industry can already have access to the standards in textual form through parts 1, 2, 3 and 6.

10 WG11 would like to thank Vittorio Baroncini and the individuals who have contributed to the success of the MPEG-4 Video version 1 Verification Tests and the laboratories that have carried out the tests.

12 WG11 approves the study of MPEG-4 version 1 "Conformance Testing" Committee Draft (WG11 N2721).

13 WG11 would like to thank IBM for its donation of MPEG-4 prototype HotMedia tools including authoring (HM4a), mp4 and mvr stream generation, and the MPEG HotMedia Player (HM4p) and for providing the first welcome address to an MPEG meeting using an MPEG-4 application created with that authoring tool. These tools are provided on an "as is" basis and are for use only by members of WG11 NB delegations. Further, these tools are for use in the development, verification, and demonstration of MPEG standards only.

14 WG11 is excited by the news that are coming on the increasing use of MPEG-4 by industry. WG11 requests its members to make comments and, possibly, proposals on the benefits of an "MPEG-4 User Forum" - outside of WG11 competence - to promote understanding and use of MPEG-4.

15 WG11 reiterates the need for companies owning intellectual property necessary to the implementation of MPEG-4 version 2 to provide patent statements as the Committee Draft level has been achieved at this time.
