    Part 6: Extensions for DSM-CC
    AMENDMENT 3: Transport buffer model in support of synchronized user-to-network download protocol
    Rational In order to define an MPEG-2 Transport buffer model in support of the synchronized User-to-Network Download protocol.
    Per chapter 9 of ISO/IEC 13818-6, the delivery of DSM-CC data over MPEG-2 Transport is governed by the leaking buffer model defined in MPEG-2 System. WG 11 established that this buffer model is not sufficient for the delivery of synchronized data modules and consequently, that a new T-STD must be specified. The requirement was established that the new T-STD buffer model should allow independent synchronization of multiple data modules belonging to the same Program Element (carried in Transport Packets referenced by the same PID value). Aggregation of multiple synchronized data modules in a single Program Element (PID) promotes responsible use of PID filters in receivers.
    The proposed buffer model is based on the one developed in ISO/IEC 13818-1:2000 for carriage of FlexMux Streams.

    AMENDMENT 1: Encoder
    Rational The JBIG2 project is conceived to be an advanced, feature rich bi-level image coding standard that will serve the needs of many existing and emerging imaging applications. In the course of the development of JBIG2, the project has made effort to standardize the code-stream and mainly the function of the decoder. However, in addition to the current decoder standard; many markets would benefit from an additional encoder standard providing one or more non-mandatory, but normative, complete encoding paths. Therefore, WG1 will add an Amendment to the current JBIG2 standard.

    AMENDMENT 2: Extension of adaptive templates for halftone coding
    Rational The extension of Adaptive pixels from 4 up to 16 in JBIG2 template coding may achieve the improvement of the compression factor as large as 20%. Therefore the extension of the number of Adaptive pixels is worth studying (including a larger variety of halftone methods) and JBIG2 shall be amended to solicit valid proposals and consider this minor enhancement.

Since Irreversible 5x3 filter can be implemented quite commonly with Reversible 5x3 filter, which is already described in 15444-1 as the sole lossless filter, there is a strong demand to implement a pair of Irreversible 5x3 filter and Reversible 5x3 filter to support both of lossy/lossless function.
    2) It is desirable to define the profile issues of Part-1 together with the introduction of Irreversible 5x3 filter into part-1.

    2. Achieve the integration of components and standards to facilitate harmonisation of 'technologies' for the creation, management, transport, manipulation, distribution, and consumption of digital items.
    3. Define a 'strategy' for achieving a multimedia framework by the development of specifications and standards based on well defined functional requirements through collaboration with other bodies.

    Part 2: Digital Item Declaration
    Rational The overall goal for Digital Item Declaration is to establish a uniform and flexible abstraction and interoperable schema for declaring Digital Items. Within MPEG-21 a Digital Item is defined as a structured digital object with a standard representation, identification and description within the MPEG-21 framework. This entity is also the fundamental unit of distribution and transaction within this framework.
    Within any system (such as MPEG-21) that proposes to facilitate a wide range of actions involving Digital Items, there is a strong need for a concrete representation of any individual Digital Item. Clearly there are many kinds of content, and probably just as many possible ways of representing it. This presents a strong challenge to design a powerful and flexible model for Digital Items that accommodates the many types of content, as well as any and all new forms it may assume in the future. Such a model is only truly useful if it yields a schema that can be used to unambiguously represent and interoperably communicate about any Digital Items defined within the model.
